About the Position: Serves as Army Community Service (ACS) Multi-Functional Specialist at the installation level with professional and technical responsibility for assisting Commanders with assessing, tailoring and prioritizing ACS service delivery in support of local military and Family needs.

Duties

Designs, develops, and manages a variety of educational forums and briefings to enhance client adaptability, self-reliance, and resource knowledge. Serves as Army Community Service (ACS) Multi-Functional Specialist at the installation level. Serves as unit service coordinator, providing services to a designated military unit. Identifies program resource requirements and provides Outreach Program budget input to include manpower, supplies, equipment, and other expenditures required for program operation. Conducts comprehensive community needs assessment on an annual basis to identify family support program requirements of the community. Places primary emphasis on surveying and identifying the service needs of identified at-risk families, first-term soldiers and families, geographically separated families, single parent families. Prepares and writes administrative papers, articles, memorandums, white papers, Standard Operating Procedures (SOPs), and briefs. Conduct training to soldiers and their family members to provide awareness of available support services.

You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-11 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory (such as time in grade) and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Sociology, Counseling, or Social Work. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-09: One year of specialized experience which includes 1) providing general services to a community such as information and referral, crisis intervention, family advocacy, special events for soldiers, families, and/or civilian employees; 2) conducting assessments, counseling and training; 3) presenting briefings and training to customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Sociology, Counseling, or Social Work. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes 1) interviewing, counseling, and/or advising on career, occupational, volunteer, or educational issues; 2) establishing and implementing installation quality of life programs (such as Relocation Readiness, Information and Referral, Employment Readiness, etc.) to meet the social welfare and cultural needs of military personnel, civilian employees, retirees, and family members. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Sociology, Counseling, or Social Work. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
