DCSA's Office of Diversity and Equal Opportunity (DEO) is looking for a Supervisory Program Manager to serve as the Branch Chief, exercising oversight and supervision of geographically dispersed culture strategists, analysts and special emphasis program specialists supporting the culture strategy. The Branch Chief will oversee culture related policy, guidance, program elements and culture initiatives with organization-wide impact.

Duties

As a Supervisory Program Manager (Branch Chief) you will be responsible for the following duties: *Serves as a principal advisor, provide advice, consultative services and support on matters related to policy, coordination of recruiting, employment, career advancement and training and retention of employees. *Reviews and interprets laws, orders, regulations, policies and procedures involving issues which pertain to culture and EEO. When necessary, revises and drafts policy, guidance and procedures. *Provide technical assistance and policy guidance to DEO staff and other agency program managers/coordinators in carrying out their program responsibilities, and to the management in executing their overall responsibilities. *Proposes and executes on reasonable and achievable actions and objectives for inclusion in the Management Directive 715 in order to better situate DCSA as a model EEO employer. *Plans, directs, implements, monitors, and evaluates the affirmative action program to ensure regulatory compliance. *Reviews case files for accuracy, appropriateness and completeness. Tracks, monitors and reports on the timeliness and accuracy via data reports.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Expert experience leading and managing a dispersed team of Diversity and Equal Opportunity (DEO) staff and culture subject matter experts while also leading and managing multiple high-level programs and competing priorities; high ability to resolve conflicts, assess root causes and recommend solutions; advanced knowledge and experience with the Management Directive 715 report and resulting barrier analysis; experience planning, developing and overseeing the execution of an Agency's affirmative employment program to ensure equal employment, advancement and retention; and advance experience advising applicants, employees and leaders on equal opportunity, conflict management, culture and assessments of organizational climate. Specifically you will be evaluated on the following competencies: 1. Performance Management: Apply performance management concepts, principles, practices, and regulations, regarding planning, monitoring, advising on the rating and rewarding of employee performance. 2. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 3. Program Outreach: Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders. 4. Policy Development: Formulation of a method of action, law, regulation and/or procedure to guide and determine practices, processes and techniques. Ability to gather information through research, studies and analysis in order to appropriately identify a need for directive modification, development and/or update. 5. Communication Skills: Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity.

Substitution of education may not be used in lieu of specialized experience for this grade level.
