This position is located in the National Weather Service (NWS), Office of Facilities (OF), with one vacancy in Silver Spring, MD. Duties

The incumbent will serve as Budget Analyst. As a Budget Analyst you will perform the following duties: Administers the National Weather Service (NWS) Office of Facilities (OF) overall budgetary management system, including status of funds as well as daily obligation reports to ensure OF's burn rate coincides with approved spend plans. Provides expert advice and recommendations for budgetary actions and formulates budget estimates for multi-year programs. Directs the development of and provides technical guidance for financial management reports otherwise unavailable within the agency to facilitate the analysis and reporting of on overall Portfolio operating budget execution. Duties described are at the full performance level GS-13; duties performed at grades GS-11 and GS-12 are intended to prepare for the GS-13 level.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-11: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience MUST include all of the following: Compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; and, Preparing analyses of financial data in support of program or organization requests. OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of two years is qualifying for combination of education and experience. To qualify for the GS-12: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Assisting in the planning and execution of an organizational budget; Tracking budget forecasts and estimates for programs or organizations; and Utilizing financial and reporting systems to monitor the obligation and expenditures of funds. To qualify for the GS-13: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Analyzing budget data, justifications, planning, and execution for single and multi-year budgets and programs; Providing technical and regulatory budget guidance to varying levels of program managers or personnel involved in the budget process; and, Monitoring financial reports ensuring performance and expenditures are executed appropriately.

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
