You will serve as a SUPERVISORY CONTRACT SPECIALIST of the CONTRACTING PEOPLE AND PROCESSES team, in the CONTRACTING DEPARTMENT of NAVFAC SOUTHWEST.

Duties

You will plan work to be accomplished by subordinates to meet program goals, objectives and broad command priorities, set and adjust short-term priorities, and prepare schedules for completion of work. You will develop performance standards and evaluate work performance of subordinates. You will make formal recommendations for promotions, reassignments and other personnel actions for subordinate employees. You will oversee processes for the pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative techniques for facilities construction, design, and services of significant importance. You will provide oversight and support for the administration of long-term, complex contracts of highly specialized, extensive, new or innovative techniques for facilities construction, design, and services affecting major agency programs. You will conduct periodic meetings with team members for the purposes of setting policies/procedures for consistent execution of contract actions (cradle-to-grave). You will solicit problems experienced by the assigned team in the procurement processes, to brainstorm solutions, and ultimately develop processes and procedures to implement those solutions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Overseeing processes and systems in support of developing, executing, and administering contracts in support of design, construction, Architect-Engineer, facility support services, and environmental engineering for shore facilities; 2) Managing and motivating groups of contracting personnel towards organizational goal accomplishment, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on contract policy interpretation, contract proposals, solicitation, negotiation, administration, and termination of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
