This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Financial Operations in Albuquerque, New Mexico. You will assist in providing professional accounting services to the bureau. This is a Bargaining Unit position, for more information, see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Perform planning and conduct financial management studies that involve the analysis of interrelated administrative processes. Recommend adaptation of established procedures to eliminate problems or improve operations. Review and evaluate financial systems for effectiveness of internal controls and integrity of the organization’s financial information. Analyzes process flows, integration of external system interfaces and internal financial system modules. Review data in reports and financial statements to identify abnormal trends and control weaknesses. Analyze financial reports to identify problems and discrepancies. Participate in the preparation of recurring financial management reports, statements, and supporting justifications. Evaluate financial system software by preparing test scenarios for new releases, enhancements and existing features.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for GS-0510, Accounting Series). Basic Qualification Requirement for All Grades: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR B. Combination of education and experience at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following: 1. 24 semester hours in accounting or auditing courses which may include 6 hours of business law; 2. Certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, accounting, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and ( c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic qualification requirement, applicants must have the following: SPECIALIZED EXPERIENCE GS-09: Qualifying is one-year of specialized experience or the equivalent, comparable to at least GS-07 in the Federal service. Examples of specialized experience includes work in reconciling internal reports produced by the financial management system in order to determine compatibility with prior month's status; processing adjustments to correct or update reports; assist in the review and evaluation's financial information; analyzing processing flows; reviewing data in reports and financial statements and identifying abnormal trends and control weaknesses; and/or preparing straightforward reports and statements that contain timely, accurate, and essential financial management information. OR EDUCATION: Qualifying is 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, directly related education. OR SPECIALIZED EXPERIENCE GS-11: Qualifying is one year of specialized experience or the equivalent, comparable to at least GS-09 in the Federal Service. Examples of specialized experience includes work in preparing recurring financial management reports, statements and justifications; planning and conducting financial management studies of interrelated administrative processes; recognize problems with accounting systems, recommend changes, and integrate or implement improvements developed; reviewing/auditing financial transactions or programs; collaborate on changes required in the automated systems; conduct presentations on analytical studies of accounting data and trends; applying appropriation laws, financial regulations, decisions and policies pertaining to government accounting principles and concepts. OR EDUCATION: Qualifying is 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, directly related education. OR Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
