You will serve as a Scientist (Operations Research/Systems Analyst) in the CBR Fleet Support Branch (R24) of the Chemical, Biological & Radiological Defense Division (R2) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to the GS-09 and GS-11. The ND-04 pay band encompasses positions equivalent to the GS-12 and GS-13.

Duties

You will develop evaluation frameworks, experimental designs, and test concepts within an operationally realistic mission construct for assigned MCOTEA programs in support of determinations of Operational Effectiveness and Operational Suitability. You will collaborate with USMC and Joint stakeholders to develop robust, quantitative and defensible evaluations of CBR acquisition programs, their capabilities and limitations, fulfilling warfighter needs. You will research test methods against standard and best practices available in the scientific literature and DoD and industry documents. You will conduct statistical testing, quality assurance, and evaluate data collection processes. You will lead and mentor junior team members.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position: For the ND-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 (GS-5/8 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist providing scientific or research support to ensure program effectiveness for Test and Evaluation projects. For the ND-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9/11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist evaluating information, data and test results to ensure program effectiveness for Test and Evaluation projects. Education

Successful completion of a bachelor's or higher degree in operations research.

OR

Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

Education may be substituted for specialized experience at the ND-03 level as follows:
