This position serves as the executive secretary to the Director who is responsible for the effective and efficient management of the VA Nebraska Western Iowa Health Care System (NWIHCS).

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-07 and GS-08 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties include but are not limited to: Independently performs a variety of administrative functions to assure effective and efficient management. Respond to inquiries and administrative problems brought to the Director by employees, management officials, VISN offices, VA Central Office, state and local governments, health care facilities, etc. Screen calls and visitors to the Executive Office. Establish and maintain the Director's personal file of sensitive correspondence and legal documents. Prepare correspondence related to security matters and maintain/safeguard all classified material. Provide direction and training to other Executive Secretaries. Process incoming and outgoing materials. Improve the effectiveness and efficiency of support work, such as effective use of personnel and equipment. Control Executive's calendars, to include scheduling and recording appointments. Handle complaints, comments, questions, in a manner that resolves the issue or arranges for resolution and/or referral with the appropriate Official. Provide oversight in the assigning, tracking, reviewing, and approving suspense reports and documents by deadlines. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07, GS-08, or GS-09 position, you must have served 52 weeks at the GS-06, GS-07, and GS-08, respectively. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Minimum Qualifications: You may qualify based on your experience as described below: GS-07 (Developmental): You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a variety of administrative functions (such as arranging travel and calendars); screening calls and visitors; tracking data; creating various documents, such as agendas and meeting minutes; and maintaining administrative files. GS-08 (Developmental): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a variety of administrative functions to assure effective and efficient management (such as arranging travel and calendars); screening calls and visitors; collecting, compiling, researching, and/or tracking data and program information; analyzing all correspondence to determine appropriate routing for action; creating various documents, such as agendas and meeting minutes; and maintaining administrative files. GS-09 (Full Performance): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a variety of administrative functions to assure effective and efficient management (such as arranging travel and calendars); screening calls and visitors; collecting, compiling, researching, and/or tracking data and program information; analyzing all correspondence to determine appropriate routing for action; providing guidance on work-related issues to administrative staff; creating various documents, such as agendas and meeting minutes; maintaining administrative files; and tracking issues for follow-up and completion. AND Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience requirements, you must be able to type at least 40 words per minute. Work Environment: Work is performed in an office setting with equipment required to perform duties. Normal risks of discomforts typical in an office setting are present. Incumbent must possess non-violent crisis intervention skills, conflict resolution skills, and use keen judgment in determining when there is need to summon VA police or other professionals for assistance.
