This position is located at the Jesse Brown VA Medical Center, Chicago, IL. VHA Facility and is organizationally aligned under the Office of the Medical Center Director. The primary purpose of this position is to develop, implement, maintain and provide leadership, strategic direction, and oversight of compliance and training activities for the Research Program.

Duties

DUTIES INCLUDE: -Provides leadership, expertise, and strategic direction for the facility's research compliance program, and is responsible for developing, implementing, and maintaining compliance oversight activities in assigned areas of responsibility -Develops strategy, policy and/or standards covering the facility's research compliance program activities and records -Analyzes, prepares, and distributes research compliance program status reports -Performs ongoing research monitoring and auditing in assigned areas of responsibility -Conducts routine and "for cause" reviews as well as performance improvement activities to promote compliance, reduce violations of regulations and standards, identify unsatisfactory trends and conditions, and identify and communicate factors that may contribute to non-compliance -Develops procedures and systems for establishing, operating, and assessing the effectiveness of· research compliance control systems and the accomplishment, evaluation, and/or monitoring of audits, inspections, and other reviews as needed -Evaluates results of audits and inspections, and forwards action items to the responsible individual and/or organization -Evaluates and updates standard operating procedures (SOPs) to maintain compliance with applicable Federal regulations and accreditation requirements -Performs a variety of duties to assure full compliance in each of the five compliance programs human studies, animal studies, laboratory safety and radiation safety, conflict of interest, information security and privacy -Serves as the primary local resource for regulations, policies, memoranda, alerts, and Federal requirements in assigned areas of responsibility -Provides instruction to research oversight committees and committee coordinators covering a variety of topics in research compliance -Performs other duties as assigned. -Work Schedule: Full-time, Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement.05/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: At least one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience for this position consists of: developing, implementing, maintaining and providing leadership, strategic direction, and oversight of compliance and training activities for a Research Program that include at least one or more of the following areas: the protection of human research subjects, laboratory animal welfare, and research safety and security; With the ability to address a wide range of research activities (e.g., pharmaceutical, mental health, health services, social sciences, physical health, tumor and tissue research, behavioral and other non-biomedical methods, animal research, and laboratory research). You will be rated on the following Competencies for this position: ComplianceCompliance InspectionEducation and TrainingStakeholder ManagementStandards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: Work is mainly sedentary. Traveling off station to other sites of care or various meetings is necessary and working overtime and odd hours, to include weekends may be necessary. There may be some walking, standing, bending, carrying of light items, such as instructional material, manuals, papers, and books. Working Conditions: The work is usually performed in an office environment, meeting rooms or similar settings. Travel involves the normal risks and discomforts of automobile, bus, rail, or air transportation.
