The purpose of the position is to serve as a primary link between VHA field and program office clients and ILEAD to address mandatory training issues which cross organizational lines. They use strategic planning, performance consulting, and instructional design skills to deliver solutions by assessing performance needs, identifying workforce development needs, and managing mandatory training assessments.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees only. All other candidates will not be considered. The major duties of this position include but are not limited to: Provides direct support to the VHA Learning Organization Transformation (LOT) Mandatory Training Subcommittee (MTSC). Conducts training analyses and needs assessment analyses to identify or validate requirements using the ADDIE systems approach to training, for applicable training situations within the VHA. Independently performs problem analyses, training situation analyses, and job-task analyses to support the functional design and development of training systems to provide effective and efficient training solutions. Performs life cycle management of training solutions for projects / programs and / or courses, ensuring they are current and reflect the best technology available for stated objectives and /or course delivery. Assists with the development of strategies for effective communication of program information. Shares in the responsibility of promoting high quality, effective, and efficient learning interventions as established by ILEAD guidelines. Documents to professional standards the results of analyses, e.g., problem analysis, training situation analysis, and initial development of technical requirements for statements of work / performance work statements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024. Individual Occupational Requirements: A degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (TRANSCRIPTS ARE REQUIRED) Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the Individual Occupational Requirement, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience are: performing duties involving instructional analysis to include problem analysis, training situation analysis, instructional gap analysis, job-task analysis, training environment analysis, client readiness assessment, client education assessment, modality analysis and mapping, learner path generation, generates educational design strategies, accreditation analysis, subject matter expert (SME) qualification review, objective inquiry, and complexity estimation and performance improvement analysis/recommendations; initial development of technical requirements for statements of work / performance work statements, applying the design science of learning, educational theories, instructional strategy research and knowledge of cognitive/interactive team skills to support ADDIE phases in training solution lifecycle. You will be rated on the following Competencies for this position: Education and Training- Knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing. Analytical Reasoning- Identifies issues and analyzes information to draw accurate conclusions, ensuring careful attention to detail. Dissects problems and information into their meaningful parts, and uses logic and judgment to evaluate alternatives and develop solutions. Communication- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Compliance- Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Self-Management- Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items, or driving an automobile.
