The incumbent has the primary responsibility of managing the production of key DoD OIG's strategic documents and programs, to include oversight planning, strategic planning, organizational performance reviews, and top DoD management and performance challenges. The incumbent exercises independent action and authority within established guidelines, with wide latitude in the application of initiative and professional judgment in managing and conducting assigned plans and analyses.

Duties

Formulates objectives and priorities using critical thinking, creativity, and analysis; implements plans consistent with the long-term interests of the organization. Capitalizes on opportunities and manages risks. Demonstrates the ability to identify, analyze, and resolve challenges or obstacles in a timely and efficient manner to contribute to the overall success of projects and organizational strategic goals and objectives. Utilizes qualitative and quantitative methods to evaluate the effectiveness of assigned programs, management processes, and systems. Identifies and recommends improvements and best practices for immediate and long-range mission and program requirements. Negotiates effectively with management (GS-14 and up) to accept and approve improvements. Develops, assesses, and reports on semi-annual organizational performance, ensuring alignment with organizational vision, established strategic goals and objectives, and risks to the agency. Collaborates across boundaries to build relationships, assess customer needs, achieve common goals, provide quality products, resolve problems, and satisfy customer expectations. Uses effective oral and written communication to present clear and concise information, answer detailed questions, and effectively communicate management’s position or rational. Uses interpersonal relation techniques to deal effectively with all levels of authority and exert a positive influence when managing strong differences in opinion.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Specialized Experience for this position consists of having one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service. Specialized Experience is defined as: Demonstrated experience leading cross functional teams and working effectively with the senior leadership at the organizational/agency-level to produce agency-level strategic documents; develop a performance-based management system to measure organizational effectiveness and identify trends (lack of resources, external stakeholders, lack of policy, etc.); produce analyses using quantitative and qualitative methods; and produce well-written reports and deliver compelling briefings to senior level leaders. Applicant must also have demonstrated experience leading change, planning, and strategic thinking. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
