Duties

The PAT performs a wide variety of functions for oil and gas program management to ensure compliance with laws, regulation and policy. Perform specialized auditing methods and procedures, audit production accountability reviews, and propose new processes and procedures and/or review the impact of new guidance. Select and audit oil and gas lease cases to ensure production meets requirements set forth in Federal law pertaining to the administration and protection of Federal oil and gas resources. Conduct Records Analysis (RA) reviews of Federal oil and gas leases, agreements, and units for high priority cases and conduct Records Verification (RV) on all other assigned cases. Interview and respond to inquiries from field inspectors, inter-agency staff, oil and gas operators, and purchases as needed to acquire information and clarify questions that cannot be ascertained through paper reviews alone.

Qualifications

FOR GS-05: You must possess one (1) full year of specialized experience at or equivalent to the GS-4 level that is equivalent in difficulty and complexity as indicated by the following examples: General experience or education that equips the applicant with the knowledge to review non-complex documentation for compliance with regulation and policy. The skill to communicate information to others. Demonstrated ability to utilize computer applications. Ability to perform a range of general technical and clerical tasks. General level skill in written and oral communication used to gather and report information. Skill with general algebra. -OR- Education: 4 years above high school. -OR- Combination of Education and Specialized Experience: Total qualifying education and experience as listed above when combined must total to 100 percent to qualify. FOR GS-06: You must possess one (1) full year of specialized experience at or equivalent to the GS-5 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience or education that equips the applicant with the knowledge to review routine documentation for compliance with regulation and policy. The skill to communicate information to others. Demonstrated skill utilizing computer applications. Demonstrated skill to perform a range of general technical and clerical tasks. Working level skill in written and oral communication used to gather and report information. Working level skill with general algebra that enables completion of auditing routine records. FOR GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-6 level that is equivalent in difficulty and complexity as indicated by the following examples: Expanded experience or education that equips the applicant with the knowledge to review unique documentation for compliance with regulation and policy. To communicate information to others. To utilize computer applications. Perform a range of difficult technical and clerical tasks. Advanced level skill in written and oral communication used to gather and report information. Working level skill with general algebra that enables completion of auditing unique records as well as identification of anomalies and discrepancies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work involves light physical activity associated with office work. It may involve some walking, standing, bending, or carrying of light items. The incumbent is subject to high levels of concentration, as well as pressures associated with meeting deadlines and adjusting to sudden unexpected shifts in priority and workload. Work Environment: The work environment is primarily in a business office setting. Occasional site visits to field locations require the use of personal protection equipment and sound safety practices when exposed to moving machinery, explosive mixtures of gases or liquids, and hydrogen sulfide (H2S) gas. Site visits may also require climbing stairs or ladders, walking on uneven surfaces, and exposure to inclement weather.
