This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico to serves as the principal advisor to the Regional Realty Officer and shares fully in carrying out all phases or activities within the Regional Real Estate Program NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Assist with the planning, organizing, and developing of administrative practices and procedures for the execution of trust real estate services. Serves as a regional technical advisor in the field of Indian trust real estate management. Recommends approval or disapproval of transactions involving trust responsibilities. Informs subordinates of work requirements and provides on-the job training to increase employee efficiency. Reviews a wide variety of documents for compliance with laws, regulations, policies, tribal resolutions, and guidelines. Consults with Agencies and formulates appropriate directives and methods to be utilized in trust real estate management.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions for Realty Series, 1170). GS-13: 1 year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Examples of specialized experience include to plan, organize and develop the execution of trust real estate services; provide technical guidance on real estate actions including rights-ofways, acquisitions, disposals, surface and subsurface leasing and permitting; directs the preparation of environmental assessment reports and impact statements affecting Indian trust lands; interprets policy and makes decisions to resolve complex realty issues, drafts and/or reviews, complex leases for short or long term commitments on trust lands; recommending corrective action or changes needed; assign and ensure continuity of work by establishing priorities including long and short term goals and objectives. This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
