You will serve as a SPECIFICATION WRITER in the Facilities Engineering and Acquisition Division (FEAD) of NAVFAC SOUTHWEST.

Duties

You will prepare contract documents (specifications, attachments, cost estimates, etc.) for Facility Support Contracts (FSC) used for the procurement of recurring and non-recurring services. You will prepare detailed material and labor estimates using estimating handbooks and/or engineering performance standards for contracts and modifications. You will visit work sites for information pertaining to the scope of work, amount and type of labor, materials, and any additional requirements needed to prepare contracts, task orders, and estimates. You will conduct market research for unusual and hard-to-procure items in order to provide a suggested source of supply.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in preparing contract documents (i.e., specifications, attachments, cost estimates, etc.) for facilities support contracts in support of sustainment, utilities, facilities services, environmental, transportation, and various base operation support service requirements;2) Applying industrial engineering practices for defining customer requirements and translating to performance based specifications; and 3) Evaluating price/cost data for a variety of procurement actions to prepare cost analysis and estimate reports. Education

Applicants that do not meet the specialized experience listed above may qualify with education or a combination of education and experience as follows:

You have successfully completed a Ph.D. or equivalent doctoral degree.

OR

You have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.

OR

You have successfully completed an LL.M. degree that is related to the position being filled.

OR

You have a combination of experience and graduate education as described above that equates to one year of experience.
