Duties

As a Troubled Asset Specialist, you will: Perform duties involving the most troubled and controversial cases and develop solutions to issues that could not be assigned to staff without expertise in managing troubled assets. Be responsible for keeping the sponsor customer fully informed of project progress, on track pursuant to agreed plan of action regarding the issues and their resolution, and any impacts on costs or client business standing with HUD. Assure that sponsor customer or other agencies participation in the project is in accordance with the agreed upon management plan and facilitate the resolution of identified problems or issues in the most appropriate manner. Determine the credit acceptability and financial capacity of mortgagors, sponsors (both for-profit and not-for-profit) and general contractors involved in the purchase, refinance, or development of multifamily properties. Determine performance acceptability of client partners including property owners, management agents, developers, and other potential business partners of the Department.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes experience performing financial analysis on multifamily housing real estate assets to identify risk, ensure compliance and propose solutions to rectify issues. Examples of such experience could include: Analyzing portfolio details for multifamily housing programs and projects to provide recommendations and solve potential issues; OR Coordinating and supporting a variety of multifamily housing asset management functions and executing resolutions; OR Developing solutions to multi-family housing asset management issues. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
