The U.S. Department of Agriculture (USDA) provides leadership on food and agriculture issues based on public policy, the best available science and effective management. The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world, improves foreign market access for U.S. food and agricultural products, builds new markets, improves the competitive position of U.S. agriculture in the global marketplace, and provides food aid and technical assistance to foreign countries.

Duties

Initiates and conducts highly specialized studies and analyses of countries and financial institutions participating in USDA export credit guarantee programs, including analyzing economic and financial risk . Analyzes and evaluates complex issues related to USDA export credit guarantee programs and recommends changes, as relevant, to program regulations and internal procedures. Works with other parties within and outside of the U.S. Government to assess applications for USDA’s Facility Guarantee Program (FGP) and makes recommendations regarding their viability and compliance with program regulations. Produces highly technical written and oral reports to support recommendations related to USDA’s export credit guarantee programs. Represents the Agency as a technical expert at meetings with other agencies and with USDA export credit guarantee program stakeholders. Consults with staff of domestic and foreign industry and trade associations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: There is no basic educational requirement for this position. TO QUALIFY AT THE GS-13 GRADE LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors, and which demonstrates all the following: Experience applying economic theories, concepts, and techniques to the field of international trade in a professional setting. Experience conducting studies of government policies, government programs, commercial practices or other economic factors that affect international trade. Experience of the roles of participants in financial transactions, including loans and loan guarantees. Writing, reviewing, and editing economic or international trade studies, working papers, and briefing materials. Collecting, evaluating, and analyzing current and historical economic and financial data. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
