The primary purpose of this position is to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vita I to mission interests, national defense and national security by serving as a security specialist, providing security program functions in support of the organization.

Duties

Implements and administers the Information Security Program for the Unit. Follows DOD, HQUSAF, and MAJCOM policies and develops Unit procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the Unit. Interprets and implements regulatory guidance for classification management and safeguarding requirements. Establishes Unit procedures for the delegation and exercise of classification and declassification authority; development of classification guidance, document marking, safeguarding, and use; personnel access controls; need to know criteria; physical storage and control; and transmitting, transferring, reproducing, downgrading, and destroying information. Administers the Industrial Security Program for the Unit. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language. Implements and administers the Personnel Security Program for the Unit. Provides the Commander/Director recommendations on risk identification,avoidance, and mitigation for collateral security programs to include OPSEC.

  • DOD Security Fundamentals Professional Certification, Security Program Integration Professional Certification conferrals are required within 2 years of the established employee assignment date to this position in accordance with DOD 3305.13-M.

  • This certification requirement only applies to employees assigned to an indexed PRD position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Security Administration Series, 0080. GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience is experience in resolving a variety of conventional security problems, questions, or conditions, such as performing security reviews, and recommending actions involving well-established criteria, methods, techniques and procedures; work products, advice and assistance affect the effectiveness and efficiency of established security programs and contributes to the security effectiveness of newly introduced programs and facilities requiring such protective services; developing Unit procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the Unit; responsible for advising the Commander on all anti-terrorism issues for the installation; establishes local procedures for processing requests for security clearances for military and civilian personnel.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed 4-year course of study leading to a bachelor's degree from an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work of a Security Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of specialized experience and education as described above and must be directly related to the work of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of resources personnel, information, industrial security and OPSEC concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist unit members in establishing and operating internal security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the Unit. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
