This National Guard position is for a AIRCRAFT MAINTENANCE MANAGER, Position Description Number D2410000 and is part of the 165TH AMX SQ, National Guard. This is a full-time, Excepted Temporary Indefinite, dual status position which requires Georgia Air National Guard Membership which. may convert to permanent without competition. Area of Consideration: Open to current on-board members of the Georgia Air National Guard assigned to the 165th MXG.

Duties

As a Aircraft Maintenance Manager, GS-1601-13, you will: Direct unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies. Plan, organize, and oversee the activities of the organization to direct flying operations. Establish, review, and/or revise policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment. Direct all functions to provide mission generation support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensure standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Determine goals and objectives for the squadron. Review, accept, amend or reject work which has been accomplished by subordinate supervisors and organizations. Develop and execute the squadron Commander's Inspection Program (CCIP) assessing the organizations ability to execute the mission, manage resources, develop personnel and improve the unit. Give advice, counsel, and instructions to supervisors and subordinate employees on both general policy and administrative matters. Collaborate with the Group Commander and other base organizations to plan, develop and implement numerous long term plans to include: the Wing/Group Strategic Plan (mission, goals, values, objectives, etc.), Wing Commander's Inspection Program, the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, the Deployment Cycle Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, and base supplements. Plan, schedule, control and direct the use of all resources to ensure timely, effective and complete support of mission requirements. Ensure all aircraft maintenance work meets the highest standards for compliance and airworthiness and that attention is focused on readiness and the wartime tasking(s) of the unit. Balances peacetime economy, readiness, and responsiveness to wartime tasking, resources, and survivability. Support the Aircraft Maintenance portion of the Designed Operational Capability (DOC) statement of the unit and/or the Emergency War Orders (EWO). Serve as the primary aircraft maintenance representative on the Commander's Contingency Staff, providing guidance and suggested resolutions to a variety of complex and time-sensitive situations. Coordinate with appropriate groups in the wing to ensure an integrated approach to action solutions of problems relating to fleet health, availability of aircraft, and the ability to conduct the military mission. Assess the impact of the flying schedule and schedule changes program to ensure that aircraft requirements and configurations can be met. Plan, implement, and coordinate multiple complex and often competing mission requirements and commitments involving Expeditionary Combat Support (ECS) and aviation packages which may require the activation and deployment of an adaptable, agile force able to respond to dynamic worldwide events. Ensure the unit retains the capability for the simultaneous execution of home station maintenance and training. Confer with applicable base support functions to ensure that squadron needs and requirements are being satisfied. Represent and speak for the Group Commander with representatives of the National Guard Bureau, the Adjutant General, USP&FO, other military components, state/local governments, business and other public/private groups or organizations and persons having an interest in the programs of the wing/group. Coordinate aircraft maintenance requirements across agency lines (i.e., the MAJCOM staff and depot agencies). Maintain direct contact with the NGB staff and with counterparts at other ANG bases in order to resolve problems affecting maintenance capabilities and to ensure timely exchange of pertinent technical, managerial, and mission information. Manage the resource protection program, which includes physical security, information security, and industrial and occupational safety and health. Exercise continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community. Provide work force guidance on safety matters and ensure safe work practices are utilized. Ensure that periodic inspections of work centers are performed and immediate action is taken to correct unsafe conditions. Develops squadron level policy directing use of Air Force Maintenance Automated Information Systems. Perform other duties as assigned.

  • This position requires the incumbent to occasionally travel away from the normal duty station. The incumbent must be willing and able to travel on military and commercial aircraft.
  • The Incumbent is responsible for maintaining awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Position does not require the piloting or pilot instructing of military aircraft.

Qualifications

Military Grades: O-1- O-2 Compatible Military Assignments: AFSC: 21A GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc. Experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations. Experience coordinating work forces and resources and negotiating with management or clients concerning problems. SPECIALIZED EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

If you are using Education to qualify for this position, A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology, construction etc.)
