The primary purpose of this position is: To serve as Chief, Wing Workforce Development for the 480th Intelligence, Surveillance, and Reconnaissance Wing (480 ISRW). Principal advisor to the Wing Commander; performing a range of functions to facilitate and support the achievement of the Wing workforce's professional and personal development mission.

Duties

DUTY 1: Advises Wing Commander, Wing Staff, commanders, supervisors, and managers across six geographically separated ISR Groups and 23 subordinate organizations for professional and personal development. DUTY 2: Identifies and analyzes critical issues, formulates strategies, and advises the Commander and senior leadership on recommended courses of action related to the Wing's professional and personal development program. DUTY 3: Develops, implements, and instructs professional and personal development educational courses and workshops for Wing professionals to instill a culture of continuous growth within the Wing. Collaborates with stakeholders throughout the organization to formulate, implement, and enhance professional and personal development programs. DUTY 4: Represents the Wing on boards, task groups, and teams involved in reviewing and implementing DoD-wide, Department of the Air Force, and Wing initiatives related to professional and personal development.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge in a wide range of concepts, principles, and practices in workforce development, as well as knowledge of behavioral, social, and economic factors affecting the AF military and civilian workforce. The incumbent will be required to apply knowledge to develop the requirements that enhance workforce development programs, practices, and procedures; offering guidance to provide leadership with authoritative guidance, advice, and assistance on complex and technical developmental matters. Apply a thorough knowledge of the organization, programs, missions, functions, and policies of the Wing to effectively support the Wing Commander. Incumbent must advance the organization's mission by strategically enhancing the skills, capabilities, and professional growth of the Wing's workforce, ensuring alignment with the evolving needs of the Airmen and fostering a culture of continuous improvement and adaptability. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of workforce development that impacts the mission and the ability to provide technical professional and personal development advice to higher-level management within the Wing and subordinate units. Knowledge of strategic planning analysis for assessing and professional and personal development programs, policies, and outreach. Knowledge of Wing-level goals and objectives in developing military and civilian Airman. Skill and ability to analyze, plan, and synchronize efforts of various organizations to achieve the Wing workforce development mission. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, both orally and in writing, and gain cooperation from others through tact, courtesy, and diplomacy. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
