You will serve as a SUPERVISORY GENERAL ENGINEER in the Equipment Engineering Branch (Code 1460.3), Technical Support Division (Code 1460), of the Naval Foundry and Propeller Center (Code 1400), Located at Philadelphia, PA a detachment of NORFOLK NAVAL SHIPYARD.

Duties

You will lead the application of new engineering technologies. You will determine requirements and develop specifications for assigned support systems. You will conduct studies related to the development, improvement, consolidation and modernization of facilities for equipment. You will resolve technical, scientific, engineering, and design problems, and make recommendations to supervision.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing engineering services and engineered processes to all divisions. Experience assisting all divisions with engineering services for the identification of requirements and improvement of plant equipment. Experience providing engineering support for detachment work measurement systems including engineered labor standards by developing, preparing, issuing and maintaining standards. Experience determining requirements, developing specifications, initiating funding and procurement, and directing the installation and acceptance testing of plant equipment, machine tools, and test equipment. Experience conducting physical inventories and maintaining account records. Experience ensuring that a complete status of the Naval Sea Systems Command Programs, as they relate to the detachment Capital Investment Program (CIP). Experience assigning work to subordinate personnel, ensures timely completion and quality of work, resolves conflicts and overlapping functions between support personnel and other organizational entities, and coordinates the work of these personnel in the interest of designed objectives. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
