Appointee must be able to obtain and maintain a Top Secret clearance. This position is located in the Office of the Inspector General. The position description number for this position is 011400. The incumbent of this position may work a flextime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses may be authorized for the person(s) selected under this vacancy.

Duties

The Inspector General (IG) has responsibility and delegated authority for the oversight and administration of all activities within the Office of the Inspector General (OIG), including all audits and related investigative activities, unless clear conflict of interest exists in so doing. The IG provides leadership and coordination and recommends policies to promote economy, efficiency, and effectiveness in all Library programs and operations nationally and internationally. The IG provides policy direction and conducts, supervises, and coordinates audits and investigations dealing with Library programs and operations. The IG plans, manages, and coordinates the day-to-day audit and investigative operations, ensuring that activities are carried out in accordance with Government Auditing Standards, policies of the Council of the Inspectors General on Integrity and Efficiency (CIGIE), OIG policies and requirements, and any other applicable mandates to comply with the Library of Congress Inspector General Act of 2005. The IG: complies with the standards established by the Comptroller General of the United States for audits of Federal establishments, organizations, programs, activities, and functions, and CIGIE requirements; establishes guidelines for determining when it shall be appropriate to use nonfederal auditors and takes appropriate steps to assure that any work performed by non-federal auditors complies with Comptroller General and CIGIE standards and complies with the requirements of the Library of Congress Inspector General Act of 2005. The Inspector General gives particular regard to the activities of the Comptroller General of the United States with a view toward avoiding duplication and ensuring effective coordination and cooperation. The IG implements the OIG Annual Audit Plan which requires continuous monitoring, evaluating, and rescheduling. These duties include determining the reviews or audits and investigations to be initiated or curtailed and the level of resources to devote to a particular review. The IG reviews existing and proposed legislation and regulations relating to the prevention and detection of fraud, waste, and abuse in organizational programs and operations and makes recommendations concerning the impact of such legislation or regulations on the economy and efficiency in the administration of programs and operations administered or financed by the Library. The IG recommends policies for the Library of Congress, and conducts, supervises, or coordinates other activities carried out or financed by the Library for the purpose of promoting economy and efficiency in the administration of, or preventing and detecting fraud, waste, abuse, and mismanagement in, its programs and operations. Recommends policies for, and conducts, supervises, or coordinates relationships between the Library and other Federal agencies, state and local governmental agencies, and non governmental entities with respect to: 1) all matters relating to the promotion of economy and efficiency in the administration of, or the prevention and detection of fraud, waste, abuse, and mismanagement in, programs and operations administered or financed by the Library, and/or 2) the identification and referral for prosecution of participants in any civil or criminal wrongdoing. The IG keeps the Librarian and the Congress fully and currently informed of all agency audits and investigative activities concerning fraud and other serious problems, abuses, and deficiencies relating to the administration, programs and operations administered or financed by the Library. The IG recommends corrective action concerning such problems, abuses, and deficiencies, and monitors the progress made in implementing such corrective action. The IG: establishes and maintains effective working relationships with various high-level individuals, including Members of Congress and their staff, other Legislative, Executive and Judicial Branch agencies and entities, executives of corporations, other offices of inspector general, and other interested parties; establishes and maintains close and cooperative working relationships with Library of Congress officials and other institutions with related interests, to oversee Library programs and operations; effects, cultivates and maintains effective working relationships with professional peers and audit officials in the federal audit community; and coordinates with the Library's General Counsel and other Library infrastructure units on matters pertaining to OIG activities. The IG may testify before congressional committees.

This includes the ability to gather, compile, and analyze data derived from a variety of sources, draw conclusions, report audit findings, and make recommendations for improvement. Ability to provide leadership and engagement for internal and external communications with multiple audiences**: The successful candidate has the ability to provide leadership and participation in an agency’s internal and external communications to influence, motivate, and/or persuade persons or groups in order to advance the goals and objectives of the agency. This includes engaging with multiple audiences such as Congressional Staff, Agency Heads, Federal and State Officials, Special Committees, and the general public. Actions resulted in improved functioning of and improved profile for the organization or agency. Knowledge of audit and evaluation approaches and techniques to assess program outcomes to improve program efficiency and effectiveness**: The successful candidate has the ability to apply knowledge of generally accepted government auditing standards, as well as other government standards, to assess program outcomes for purposes of improving program efficiency and effectiveness. Ability to plan, coordinate, and/or supervise investigations or inspections in a federal agency: The successful candidate has the ability to plan, coordinate, and/or supervise investigations or inspections in a federal agency and demonstrate proficiency in the following: 1) determine patterns and trends of complex activities, 2) apply knowledge of relevant federal laws, regulations, and policies, and 3) recommend appropriate course(s) of action. Ability to supervise, manage and lead a diverse workforce: The successful candidate has the ability to supervise, manage and lead a diverse workforce and demonstrated proficiency in the following competencies: 1) Assessed current/future staffing needs based on organizational goals; 2) Developed/implemented short/long-term staffing plans; 3) Recruited/hired, and took action to remove employees; 4) Delegated work/encouraged employee participation in decision making; 5) Encouraged/leveraged diversity and inclusiveness; 6) Coached/promoted development of staff, including subordinate supervisors; 7) Demonstrated fair/ethical treatment and managed conflicts in a positive manner; 8) Managed performance by communicating expectations, giving constructive feedback, holding staff accountable, and taking corrective actions; 9) Creating/fostering an environment encouraging a high standard of ethics; 10) Demonstrated flexibility by adjusting priorities to meet demands; 11) Demonstrated commitment to consistent/high-quality customer service. Education

BASIC REQUIREMENTS:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
