Duties

Assist management in the development of training plans for intern, career ladder, and developmental positions. Advise management in developing training plans for improving employee performance in technical, professional, managerial, administrative and other occupations. Facilitate communication between the servicing civilian personnel service center to ensure effective implementation of workforce development programs and initiatives. Serves as the Garrison Training Officer and advises Garrison managers in developing training plans for improving employee performance in technical, professional, managerial, administrative and other occupations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Tier 3 Secret security clearance.
  • Must be able to perform up to 5% of temporary duty (TDY) travel.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 level in the federal service which includes assisting with analyzing workforce dynamics to develop workforce requirements and plans; analyze ongoing workforce development programs and develop procedures to improve effectiveness of operations; provide advice and assistance on civilian personnel management policies, methods, and procedures. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
