This position is located in the Department of Homeland Security (DHS), Resources Management Section, Facilities and Operational Support, Office of the Chief Readiness Officer. The primary purpose of this position is to serve as the technical authority and is responsible for the utilization, disposal, public domain land use, and outgrant functions for real estate holdings for Department of Homeland Security (DHS). Non-BU: This is a non-bargaining unit position.

Duties

As a Realty Specialist, GS-1170-13, your typical work assignments may include: Providing technical guidance on complex matters such as whether to dispose or rehabilitate an older, possible historically significant building to various DHS components with diverse mission, other federal agencies, and local governments, Headquarters, and Congressional staff. Preparing agreements for relinquishment of property to BLM, transfer of property from/to other Federal agencies, exchange of property with non-federal owners, and execute legislatively mandated transfers. Conducting complex negotiations on properties that may not be appealing to mission activities if they require major repairs or environmental remediation for which mission activities lack funding to complete and with key stakeholders in disposal process including local governments, other federal agencies, and non-profit organization that are often at odds over how to dispose of properties. Serving as a technical consultant for resolving difficult problems in managing and/or out granting of real property that involves political interest, community opposition, and unusual types of properties. Conducting negotiations with representative for other Departments, state, and local governmental authorities, representative of corporations, and private individuals.   • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holiday and/or overtime.

Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Researching and/or applying new approaches to real estate to decrease real estate footprint, increase cost avoidance, and improve the disposal program; 2) Analyzing the program's real estate portfolio to determine the value and usefulness of real estate assets; 3) Managing the utilization survey to ensure properties receive the proper classification and utilization; and 4) Developing process and policy improvements in response to shifting business conditions, regulations, and priorities. Substitution of education in lieu of specialized experience may not be used for this grade level. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
