About the Position: Serve as an Interdisciplinary - Regional Technical Specialist (Section 408 Program) with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This is a competitive upgrade of an encumbered position. Selectee remains at their current LRD District location, no vacancy exists. Position will be filled as a temporary promotion NTE 1 Year and may be extended up to 5 Years or made permanent without further competition.

Duties

Serves as mentor for the district Section 408 Coordinators on aspects of the Section 408 review process and execution of EC 1165-2-220, including assisting new and temporary staff to become fully proficient. Provide interpretation of questions related to the Regional Categorical Permission and Programmatic Review Plan programs, especially for novel or complex applications on specific alteration reviews. Assist districts with developing programmatic documents such as categorical permissions, programmatic environmental consultations, procedural review plans, and navigation setbacks. Develop and maintain division-approved optional templates for processing Section 408 requests. Assist districts and MSC with tracking Section 408 budget execution to ensure reviews are resourced properly and funding is requested and executed in a timely manner.

Current Civilian Employees of the Organization In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes s providing interpretation of Section 408 program guidance; tracking Section 408 budget execution to ensure reviews are resourced properly and funding is requested and executed in a timely manner; and assisting on technical and procedural initiatives including developing scopes of work, training products, and programmatic documents and agreements for the Section 408 program. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDecision MakingProgram ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
