The primary purpose of this position, Program Management Specialist GS-0301-12, is to manage all aspects of one or more programs administered by the organization Quality Assurance/Process Improvement office in support of the organization operations.

Duties

Serve as program manager, for one or more key programs supporting the organization operations and in this capacity, will be considered the wing's subject matter expert for that particular program or programs. Serve as technical advisor and functional area expert in managing, directing, monitoring, assessing, and analyzing program effectiveness, efficiency and regulatory compliance of respective program(s). Serve as the office of primary responsibility (QPR) for developing, writing, and, revising as necessary, reviewing for approval and applicability, required regulatory guidance applicable to specific program(s) within his/her span of management jurisdiction. Serve as subject matter expert for programs such as (but not limited to) FOD, technical data/technical order, wing policies and procedures, WCDs, AS9100 programs as applicable, and will act the as single point of contact for these programs representing the wing during Air Force Audit Agency (AFAA) inspections, Inspector General (IG) Investigations, Logistics Standardization and Evaluation Team (LSET) inspections, Technical Compliance Reviews, oversight Inspections and other compliance oriented inspections or evaluations as applicable. Interpret, evaluate, determine adequacy, recommend revisions to, and assure compliance with internal and higher-level policies, procedures, and directives as applicable to organization operations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge and skill in applying statistical techniques and analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the specific programs falling under his/her purview; and skill in personal relations and in preparing written and oral reports, including instructions, policy, letters, investigation findings, results of data analysis, briefings, special reports, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an directives, manuals, policy and procedures, as they relate to AS9100 employment and sustainment technical data /technical order processes, and procedures outlining work specifications such as Work Control Documentation programs. Comprehensive and detailed knowledge and understanding of management principles, practices, and ability to apply this knowledge to all facets of the 309 MXW programs related to this position. Knowledge of established AS9100 quality principles and objectives, and knowledge of standard safety and health practices, policies, and procedures. Knowledge of a wide variety of logistics, production management, and financial data systems within the wing. Knowledge of AS 9100 Quality Management System audit procedures, including risk driven audit planning techniques and methods used examine, verify, validate, and analyze information, records, statements, and reports. Skill in personal relations and in preparing written and oral reports, including instructions, policy, letters, investigation findings, results of data analysis, briefings, special reports, etc. Ability to apply knowledge to develop policies, procedures, and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires physical exertion such as long periods of standing, walking, or recurring activities such as bending, climbing, stooping, stretching, reaching, or recurring lifting of moderate, 15-24 pound items. WORK ENVIRONMENT: Work is performed in a typical office, shop settings, usually heated, lighted and ventilated. However, the employee may frequently be required to visit shop or flight line that are potentially hazardous industrial areas environment where eye and ear hazards and chemical fumes exist. Will be required to wear protective equipment and clothing. Normal everyday risks are encountered in going to and from offices, other buildings.
