Duties

This position is located within the Department of the Interior,Bureau of Safety and Environmental Enforcement (BSEE), Office of Offshore Regulatory Programs (OORP), Organizational Development and Support (ODS), in Sterling, VA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: Manages the OORP Director's calendar, travel, and other arrangements based on knowledge of priorities and preference. Performs records management for the office maintaining paper and electronic files IAW DOI and records policies. Develops administrative processes and procedures to facilitate a more efficient and effective administrative operation. Acts as a liaison between the OORP Director/ Dep. Dir. and the office staff by providing accurate and timely advice on office procedures and other requirements to implement established policies, directives, and instructions. Resolves a variety of problems related to the administrative operations of ODS. Monitors and conducts follow-up on each administrative problem and/or action item until final concurrence or disposition is obtained. Oversees and manages the ODS budget to include systems, all purchases, working capital fund for five working capital budgets, budget process for current year and outyears, budget shortfalls, and appropriated accounts. Provides advice and assistance with the resolution of financial issues regarding interdisciplinary fund transfers, reimbursable billings, and Bureau-wide support services costs administered. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information (PER ANNUM) GS-11: $82,764 - 107,590 GS-12: $99,200 - 128,956 First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet Specialized Experience for the series to which you are applying. Specialized Experience- GS-11 A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (MUST MEET ALL): Planning, scheduling and communicating using MS Office Suite applications; Analyzing, developing, and maintaining records and files in accordance with records management practices and procedures; and, Establishing and maintaining effective work relationships with professional, administrative, managerial and team leaders to obtain cooperation, advice, and assistance in resolving personnel-related and other mission-related issues. -OR- B. Education: Substitution of Specialized Experience for Education if you have achieved: Ph. D. or equivalent doctoral degree or Three (3) full of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- C. Combination of Education and Experience:: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%). SUBMISSION OF TRANSCRIPTS IS REQUIRED IF SUBSTITUTING EDUCATION.
