The primary purpose of this position is to serve as a management and program advisor to the Director and Deputy Director of the Logistics Directorate (AFSC/LG). The position is responsible for administering and overseeing the directorate's operational programs and special projects and insures they comply with policy and procedures of the directorate.

Duties

- Serves as the Directorate's advisor on programs and initiatives within AFSC/LG. - From within LGP, administers a variety of staff studies relating to the management of the LG Directorate. - Plans, coordinates and conducts staff meetings as directed. - Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes; basic knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Basic knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources, which affect the manpower program and the functions under study. Ability to analyze problems, gather data, and recognize solutions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Note: You must submit a copy of official transcripts. GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; expert technical knowledge and experience using complex analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Extensive knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organizations. Expert ability to gather, assemble, analyze facts, and draw conclusions. Prepare, present, and defend complex/controversial advise, briefings, and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the TIG requirements for the GS-11. One year at the GS-11 is required to meet the TIG requirements for the GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in adapting analytical techniques and evaluation criteria to perform studies, conduct research, recognize and analyze problems, summarize results and make appropriate recommendations for program and/or process improvement. 2. Knowledge of the organization, programs, missions and functions, and organizational structure of AFSC & AFSC/LG, and the relationships of program goals and objectives, work processes, and administrative operations to accomplish various assignments involving overall planning and execution of programs and operations. 3. Knowledge of the laws, regulations, and policies that are applicable to AFSC & AFSC/LG. 4. Skill in gathering, assembling, and compiling data; evaluating information; analyzing problems; drawing conclusions; and devising solutions with recommendations. 5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain working relationships with senior leaders. 7. Knowledge of LG processes, procedures and policies that impact organizational operational readiness. Excellent understanding of logistics (LG) operations and activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
