The Ann Arbor VA Healthcare System is comprised of an approximately 1 million square foot hospital complex, 35-acre medical center campus, eight Community Based Outpatient Clinics (CBOCS), and five other offsite locations. The incumbent is assigned to the Electric and Electronics Shop at the Charles S. Kettles VA Medical Center, Ann Arbor, Michigan. Incumbent reports to the Electric and Electronics Shop in the Maintenance & Operations (M&O) section of the Facilities Management Service.

Duties

The incumbent performs the duties of an Electronics Mechanic on systems and equipment that include, but are not limited to, non-patient care equipment utilized outside the patient vicinity (i.e., radios, satellite dishes, televisions, etc.) and non-patient care equipment utilized within the patient vicinity (i.e., televisions, radios, intercoms, nurse call systems, code blue systems, panic/duress systems, Wanderguard, etc.). Other major systems include the installation and maintenance of data lines and ports (CAT6A or similar), 120V power outlets, Physical Access Control System (PACS) card readers, security cameras, intrusion detection systems, etc. The incumbent performs and documents all repairs and preventative maintenance activities and ensures that the data is correctly entered into the asset and work order tracking system such as Maximo. The incumbent serves as project leader for installation of equipment which they support. This includes identifying and ordering materials and arranging for assistance from other trades and crafts as necessary. The incumbent identifies and prepares in a timely manner orders for parts and materials needed to complete repairs on all assigned equipment. Maintains an efficient stock of parts to provide for scheduled preventive maintenance on all assigned equipment and to conduct rapid repairs on critical equipment. To ensure the safe and reliable operation of equipment for all patients and staff, the incumbent serves as an in-service educator to staff on such topics as appropriate maintenance procedures, proper operational techniques, and safety. The incumbent also provides cross-training on the theory of operation, maintenance, basic troubleshooting. repair, and part/material acquisition of a variety of equipment to peers for the purpose of expanding backup support. In performing repairs, the incumbent is responsible for determining the most economical and efficient means of completing the repair. Attention is given to the device repair history, user needs, parts and service availability, and the need for stocking parts in-house. The incumbent assists staff in evaluating equipment proposed for purchase. Pre-purchase evaluations may consist of an overall review of operation, recurring maintenance needs, ease of servicing, availability of parts/materials. etc. Performance of preventive and corrective maintenance to keep electronic equipment and systems in reliable operation will include: periodic servicing to assure reliable operating condition and to extend service life, inspecting and testing equipment for compliance with specified standards of performance, calibrating and aligning the system, diagnosing and correcting malfunctions, removing malfunctioning systems from service, and doing bench repairs necessary to restore the equipment to the prescribed operation standards and tolerances, and, sometimes, certifying the equipment is operating properly. At this level, incumbent will make modifications and test and calibrate in accordance with instructions and procedures which are often vague and incomplete. As a result, the incumbent will develop and implement techniques for use on specific equipment. Incumbent must also use sound judgment in achieving specified assurances, sensitivities, and precise tolerances. Incumbent will use a variety of technical electronic data contained in manufacturer specifications, schematics, and maintenance procedures. Incumbent will make independent judgments in determining the work sequence, selecting, and using trade tools, and testing and measuring instruments. Incumbent may be required to provide technical assistance and guidance to lower-graded workers or perform other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical Effort Work requires good coordination, good physical and mental health. At times, incumbent must remain working in cramped or awkward positions for varying periods. The incumbent must push or lift heavy pieces of equipment weighing up to 50 pounds. Incumbent must have good vision and manual dexterity for accomplishing delicate work on miniaturized circuitry. Incumbent must not be color blind to allow for proper interpretation of important electronic color codes. Incumbent is required to climb ladders and do overhead work. Climbing and working in high places may be required. Some work may require use of magnifying lenses, eye loops and microscopes to accomplish repairs on miniature components. Working Conditions: The incumbent must observe normal and special safety precautions. Incumbent is required to wear appropriate safety gear and personal protection equipment (PPE) such as protective eyewear, and/or work within clean room environments where special garments including head coverings, shoe coverings, and gloves are required. The incumbent is in contact daily with electrical safety hazards resulting from work with voltage and found in communications equipment, power supplies, and in other such equipment. As such, the incumbent may be exposed to the possibility of electric shock, burns from electrical or radio frequency energy or hot solder, and cuts and bruises. The incumbent is also frequently exposed to special mechanical system safety hazards in working with motor driven systems. The working conditions are normally good in terms of lighting, space, and ventilation; however, a significant portion of work may occur in warehouse area, industrial areas or in variable conditions. Site work on equipment may be dirty, dusty, greasy, excessively hot, excessively cold, or contaminated, in cramped spaces, confined spaces, and often from scaffolding. The work occasionally involves exposure to hazards such as radiation, sharp objects, hot objects, and infection. Incumbent possesses a Valid Driver License must be mentally and physically able to operate a GSA Government Vehicle to carrying out duties at all Ann Arbor VA Healthcare System Community Based Outpatient Clinics (CBOCs) and offsite locations. This will allow the incumbent the ability to travel and service these CBOCs and allow the clinics staff the opportunity to provide uninterrupted patient care. Incumbent will complete all required vehicle safety training and have approval from both their supervisor and transportation before operating any Government vehicle. Due to the nature of the work, the incumbent will be required to work on a specific shift or alternate, working on all three shifts, possibly including weekends and holidays.
