Performs the full scope of the duties and responsibilities under normal supervision as a Program Specialist within the Engineering Service Safety programs for the Fresno Medical Center Service at the VA Central California Health Care System (VACCHCS).

Duties

Performs general administrative duties as assigned by the Chief Engineer to include meeting minutes, timekeeping, filing, tracking, procurement, and similar tasks. Procures and oversees all safety equipment used by Engineering staff and its routine maintenance/certification. Coordinates the scheduling of training. (Talent Management System (TMS) or outside vendors either online or in person) and ensures all staff are up to date on their training. Develops an operating budget for the service in areas of safety and occupational health. Creates, implements, and maintains Engineering Service Electrical Safety programs compliance; (National Fire Protection Association (NFPA)70E, Lockout Tagout (LOTO), CPR/First Aid, Confined Space Rescue Training, etc.) Fall Protection (safety equipment, training, certifications), Confined Space Program (space inventory/classification, entrant/supervisor and attendant training, policy adherence), Asbestos Program Management (documentation compliance, awareness training, policy development) and the Forklift Safety Program (training, policy), and other OSHA mandated safety program requirements. Develops procedures and processes for safety program compliance, develops, initiates, and tracks safety program training and documentation. Manages all equipment associated with the safety programs, ensuring equipment meets standards, is certified, or tested at the frequency required by the manufacturer or governing body. Conducts administrative inspections of workplace and sites for hazards and occupational safety violations and generates and implements actions to mitigate and resolve. Manages all logs, records and documentation associated with the safety program and will perform internal auditing of documentation to ensure compliance with governing standards. Consults with certified professional Industrial Hygienists for the purpose of assuring facility compliance with all OSHA standards for general industry. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: FOR GS-07 LEVEL: To qualify at the GS-07 grade, you must have one year of specialized experience equivalent to the GS-05 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Performs general administrative duties as assigned by management to include meeting minutes, timekeeping, filing, tracking procurement and similar task. Manages all equipment associated with the safety programs, ensuring equipment meets standards, is certified, or tested at the frequency required by the manufacturer or governing body. Manages all logs, records and documentation associated with the safety program and will perform internal auditing of documentation to ensure compliance with governing standards. OR, Education: Substitution of one (1) full year of graduate level education or superior academic achievement (unofficial transcripts required). OR, Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] FOR GS-09 LEVEL: To qualify at the GS-09 grade, you must have one year of specialized experience equivalent to the GS-07 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Plans and conducts reviews, analyzes, and formulates reports and recommendations regarding the effectiveness and efficiency of the programs. Uses program management and strategic planning skills to operate departmental functions. Knows budget formulation and execution in order to advise management on the financial implications of program requirements. OR Education: Substitution of master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (unofficial transcripts required). OR Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] FOR GS-11 LEVEL: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-09 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Managers the administrative and technical mission, and the work processes of a large and complex medical facility. Identifies existing and/or potential problem areas, and conducts recommend corrective action and preventative measures. Knows budget formulation and execution in order to advise management on the financial implications of program requirements. OR Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (unofficial transcripts required). OR Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. Physical Requirements: The work is primarily sedentary, requiring carrying of light objects such as files, books and papers. Occasionally required to make site surveys requiring prolonged standing, walking, climbing, bending, stooping, stretching, reaching, and other physical movement. Because the incumbent is often exposed to construction sites and hazardous materials. Physical coordination, balance, and good health are required.
