Explore a new career with the BLM - where our people are our most precious resource. This position is located within the California State Office, Sacramento, CA and serves as a member on the National Salvage Implementation Team. Travel is required throughout the western states. Duty schedule is 8 days on, 6 days off, 10 hour days with maxiflex. We expect to fill 1 vacancy at this time. Additional positions may be filled if they become available.

Duties

The GS-7 level works under the guidance and supervision of a supervisor or higher graded Forester. The incumbent will perform the duties at a reduced level of responsibility and/or difficulty. Collects data during field examination of forest stand and compiles the data to update inventory records in the appropriate automated data base. Conducts cruise, scale, and appraise timber and special forest products. Utilizes knowledge of decay and defect associated with fire, insect, and disease mortality. Deigns, prepares, and administers forest development projects including site preparation, reforestation, seedling protection, vegetation management, and stand conversion. Apply marking guidelines provided by the silvicultural prescription. Utilizes software programs required for cruising and appraising federal timber. Assists contract officials by negotiating with potential and/or existing contractors for revisions or modifications of existing contracts. Works on a team with other professional and scientific staff. Coordinates and collaborates with interest groups and other agencies to assure consideration of mutual interests and reductions of impacts.

Qualifications

This position has an individual occupation requirement that must be met in order to be considered. Please read the Education section to ensure you meet these requirements. In addition to being a recent graduate and meeting the individual occupation requirement, you must meet the specialized experience as outlined below. In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To qualify for the GS-07 you must have at least one year of specialized experience equivalent to the GS-05. Examples of specialized experience may include: Work as a trainee assisting higher graded forestry professionals with preparing forest and woodland sections of land use plans. Work as a team member to carry out or assist with portions of forestry projects such as timber sale preparation and/or layout, timber sale administration activities, and cruise and mark timber. Assisted with conducting examinations, surveys, and collection of data on assigned timber compartments and stands selected for cutting. Aided in the preparation, development, and design of forest product sales and environmental assessments for forest projects. OR 1 year of graduate level education OR A combination of successfully completed graduate level education and specialized experience. OR Superior Academic Achievement (S.A.A.) Superior Academic Achievement may be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. Applicants may qualify for the GS-7 based on Superior Academic Achievement in one of three ways: grade point average, class standing, or membership in a national scholastic honor society. (See OPM's General Policies, Application of Qualification Standards Section 4.f.)-GPA: GPA of 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.-Class Standing: Applicants may qualify if they have graduated and were ranked in the top third of the graduating class.-Honor Society Membership: Membership in a nationally recognized scholastic honor society. Click here for a list of Honor Societies. To qualify for the GS-09 you must have at least one year of specialized experience equivalent to the GS-07. Examples of specialized experience may include: Assisted with timber sale contracts, ensuring that all contract provisions were enforced in accordance with contract objectives. Conducted cruises of timber stands to determine volume of merchantable timber, species composition, accessibility, and environmental constraints. Performed related timber sale preparation, timber stand improvement, and reforestation duties. Professional application of forest management principles. Utilized software programs required for cruising and appraising federal timber. OR 2 years of progressively higher-level graduate education leading to a Master's degree. OR A combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet eligibility and qualifications requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Some work may be done in the office however, a considerable amount of field work is required. Duties may involve rigorous fieldwork and travel requiring above average physical performance, endurance, superior conditioning, and at least average agility and dexterity. Work requires prolonged standing, walking crouching and crawling over uneven ground, recurring bending and reaching, lifting and carrying of items weighing up to 50 pounds, shared lifting and carrying of heavier items, and similar strenuous activities. Work Environment: Office duties are performed in a typical office setter with adequate lighting and temperature. Major duties are primarily performed in the field in forested environments where exposure to extremes of heat and cold, rough and slippery terrain, wet weather, biting/stinging insects, irritating or occasionally hazardous chemicals, hostile wildlife, snakes, deadfalls and other hazards are common. Work may require long distance travel by passenger vehicle or commercial aircraft, and operating 4-wheel-drive vehicles under adverse conditions. Duties may require operation of motor vehicles through narrow mountainous roads and remote locations. Incumbent may be required to live in backcountry camps for several days. The incumbent is required to adhere to all safety rules and regulations and to use personal protective equipment.

Education

This position has an individual occupational requirement. To be considered, your application must show that you meet at least one of the below requirements.

1. A degree in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work was in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:
  • Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.
  • Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.
  • Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.
OR

2. A Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.
