The non-healthcare accounts receivable program is a reimbursable and refund program to recover reasonable value of the cost of sharing agreements rendered to outside entities and monies due. The administrative processes that affect this program are the collection of receivables, billing, account management, follow-up of receivables and collection management. This position will coordinate the overall program.

Duties

Duties include, but are not limited to: Providing technical and clerical support to the agency's fiscal function. Reviewing and classifying many types of financial transactions. Posting and maintaining manual and computerized ledgers and related subsidiary journals. Initiating debt collection efforts and pursuing payments. Reviewing requests for waiver and/or compromise. Maintaining financial management database. Serving as an analyst and advisor to management on the evaluation and effectiveness of the non-healthcare debt program. Developing standard operating guides and non-healthcare debt training plans. Extracting biweekly reports from the time and attendance system. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in debt collection efforts and pursuing payment of both non healthcare debts and outstanding accounts receivables. Following policies to write off debts that meet the criteria provided in agency regulations and manuals. Performing timekeeping.
