You will serve as a CHEMIST in the Industrial Hygiene Laboratory Department, Navy Environmental and Preventive Medicine Unit (NEPMU-5) of NAVENPVNTMEDU 5 SAN DIEGO. THIS IS A DIRECT HIRE ANNOUNCEMENT. This announcement uses the OPM Federal Wide direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as a Chemist in the analysis of industrial hygiene samples. You will develop analytical and testing methods and study the chemistry of the substances. You will evaluate possible approaches and methods to use. You will devise, modify, and performing the analysis. You will evaluate and interpret data, making additional modifications if necessary; and write reports that describe the method and its uses and limitations. You will calibrate and operate analytical equipment. You will analyze, evaluate, and interpret data found during analytical tests.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing chemical principles, theories, practices, and established methodology sufficient to perform the full range of duties involved in analyzing a wide variety of industrial hygiene, environmental, and biological samples; Operating and calibrating analytical instruments, (i.e. atomic absorption spectrophotometers, ICP spectrometers, FID/ECD gas chromatographs, GC/Mass spectrometers, high-pressure liquid chromatographs, and phase-contrast/polarizing microscopes), to provide analytical support and/or consultation regarding industrial hygiene/occupational chemistry; Searching pertinent literature and references to find and perform analysis; Writing reports to describe new methods, uses, and limitations; AND Analyzing, evaluating, and interpreting data found during analytical tests. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, adapting and modifying analytical and testing methods to determine organic and inorganic compounds in biological/industrial samples by current "state of the art" techniques involving chromatographic instruments and other pertinent methods; Using established methodology manuals/chemical literature to find an applicable or closely related method and if a method is not found, develops or modifies a method to perform the analysis; Calibrating and operating analytical equipment such as atomic absorption spectrophotometers, ICP spectrometers, FID/ECD gas chromatographs, GC/Mass spectrometers, high-pressure liquid chromatographs, and phase-contrast/polarizing microscopes for usage and preventative maintenance care; Utilizing/using record keeping practices, proficiency testing, and methods development necessary to assure acceptable quality control of laboratory analysis; Identifying needs for the development of methods, or new approached in the areas of chromatographic separation techniques and inductively coupled plasma spectrophotometry Analyzing, evaluating, and interpreting data found during analytical tests, (i.e. performing quantitative/qualitative analysis of biological specimens; analyzing the full range of substances and analytical requests received by the laboratory, both routine, complex and/or unprecedented samples; analyzing known samples to validate existing methods, participating in the quality control programs of the laboratory, and performing other related duties as required). Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

1. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

   or

2. Combination of education and experience -- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

   FOR GS-09 - 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
   FOR GS-11 -3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
