You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the SWFPAC, OPERATIONS MANAGEMENT DEPT (SPB10), INFORMATION TECHNOLOGY DIV (SPB16) of STRATEGIC WEAPONS FACILITY PACIFIC.

Duties

You will be responsible for program management oversight of the Information Technology Program, Information Assurance/Cybersecurity Programs, Electronic Key Management System/Key Management Infrastructure, and Communications. You will perform strategic planning, capital planning and investment control, workforce planning, resource management, knowledge management, architecture/infrastructure planning/management, information security management and contractor oversight. You will operate as the senior primary IT Program Manager and Technical Authority responsible for the integration of SSP IT disciplines. You will interpret higher level guidance, analyses IT industry trends, and develops and incorporates new IT delivery techniques/strategies into a comprehensive IT program across multiple networks and platforms. You will be responsible for supervision/monitoring of all supported IT disciplines: IT Governance/Policy, IT Business Integration, IT Systems Management, IT Operations, IT Acquisition, Information Assurance/Cyber Security, and Contractor Oversight.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position, work role code 801, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-3 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: designing, developing, and managing systems that meet current and future business requirements and managing assigned projects and implementing solutions based on cost, schedule, and performance metrics, ensuring enterprise architecture, data management, cybersecurity, risk management and records management compliance. Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: staying abreast of the latest technological advances and anticipating the effects of new technologies on the strategic plans for IT programs. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing policy guidance to IT management and customers. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: making written and oral presentations to report status and make recommendations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: identifying potential problems in attaining goals, ensuring IT programs are integrated with strategic goals, and recommending changes that will ensure alignment.
