Duties

As a Public Health Analyst, GS-12, you will: Manage complex public health grants, cooperative agreements, and contracts. Serve as an analyst and, independently or as part of a team, plan, manage, and/or evaluate large public health program(s), projects, and/or study activities. Conduct short- and long-term planning, program development, policy and program analysis, and program evaluations. Establish program standards, policies, strategies, goals, and evaluation plans in conjunction with senior staff. Research various sources and references and responds to inquiries and writes issue and background papers, a variety of reports, program policies, proposals, and other substantive program documentation. Prepare and make presentations. Serve as liaison, committee member, or similar point of contact with internal and external representatives. As a Public Health Analyst, GS-13, you will: Serve as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels. Prepare directives, issuances, memoranda, policy statements, and legislative proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives. Serve on the management team with responsibility for day-to-day operations of the office and as the principal advisor on the administrative aspects of the program operations to resolve matters that are often controversial or complicated (e.g., restructuring resources to meet increasing demands.) Exercise management responsibilities related to the initiation, administration, and/or close out of grants and cooperative agreements. Prepare the annual budget and/or requests for funding based on information received from subordinate activities.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: Performing analytical work related to the planning, administration, implementation, and evaluation of public health projects; utilizing both qualitative and quantitative data analysis methods to evaluate, document, and support decisions for public health program initiatives; and assisting with monitoring public health program outcomes. To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: Performing analytical work related to the planning, development, administration, implementation and evaluation of public health programs for private and government sectors; and utilizing both qualitative and quantitative data analysis methods to evaluate, document, and recommend decisions for public health program initiatives. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
