About the Position: Serves as a Safety and Occupational Health Specialist within the District's Safety and Occupational Health Office. Although organizationally assigned to the District's Safety Office the incumbent predominantly works independently at mega project sites and is self-directed in carrying out assignments and attaining objectives.

Duties

Implement mishap and environmental health prevention practices in Army workplaces, utilizing knowledge and capabilities associated with Army, Federal, and State OSHA health and safety regulations. Create, manage, and evaluate health and safety policies to prevent personnel injuries and property loss in the industrial work environment, while promoting employee health and wellbeing. Manage safety programs to reduce risk of injury to all personnel. Perform frequent on-site safety a surveys and inspections of construction to enforce contract requirements and to determine whether prescribed safety measures and standards are being applied. Utilize safety audits, assessments, inspections, and sampling to identify and mitigate hazards, ensuring risk reduction within operational constraints, time, and cost throughout the system life cycle. Employ regulations and standards to detect, identify and eliminate hazardous equipment operations and unsafe working conditions. Inspect construction sites to ensure safety procedures are being performed. Create and deliver comprehensive training courses, workshops, and briefings on the health and safety aspects of hazardous, toxic, and radioactive waste activities and agency policies. Communicate information to constituents, including Agency leadership, management, and employees. Facilitate an open exchange of ideas and foster an atmosphere of open communication. Conduct interviews of involved parties and witnesses, review work plans and data and perform accident scene investigation and research as each applies to each unique situation. Apply the use of Occupational Safety and Health Administration (OSHA) and other regulations, policies and procedures pertaining to Occupational Safety and Health. Investigate causes for contributing mishaps or incidents in hazardous working conditions to eliminate similar mishap occurrences. Utilize analytical tools like failure modes and effects analysis, fault tree analysis, probabilistic risk assessment, and hazard analysis to create technical reports with results, conclusions, and recommendations. Evaluate and recommend abatement of unsafe physical conditions. Assess unsafe human behaviors in office and field environments. Implement education programs on safety procedures to achieve a safe working environment. Implement programs dealing with health, hearing, respiratory and Environmental Protection Agency (EPA) activities to identify unhealthy conditions. Provide expert direction to all operating levels concerning safety requirements, safety training requirements and safety responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid state drivers license that must be maintained for the duration of employment.
  • This position requires a pre-employment physical exam due to the physical requirement of the position.
  • Must complete the Army CP-12 Level I Certificate within twelve months of hire.
  • One (1) year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety, Occupational Health, Industrial Hygiene. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the GS-12: Specialized Experience for GS-12: One year of specialized experience which includes 1) Managing safety or occupational health program elements; 2) Developing and recommending safety and occupational health programs or policies to higher level officials; 3) Interpreting, applying and/or developing safety and occupational health laws, regulations, policies, procedures or standards; 4) Evaluating existing safety programs or inspecting workplaces to determine possible hazards; 5) Applying safety and occupational health knowledge to reduce or control hazards; 6) Training coworkers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
