This position is located in the USDA, Agricultural Research Service (ARS), Beltsville Agricultural Research Center (BARC), located in Beltsville, MD. In this position, you will serve as the Safety and Occupational Health Manager for The Center and will oversee and manage the planning and implementation of safety and health programs directed by the Agency, as well as Occupational Safety and Health Act (OSHA) health and safety policies.

Duties

Supervise through the maintenance of records and preparation of reports on JHAs, chemicals/select agents, work-related injuries, illnesses, motor vehicle accidents and other property damage. Oversee the proper disposal of hazardous waste chemicals, including collections, storage, and final disposal. Plan, develop, organize, administer, evaluate, and coordinate a broad/diverse program to ensure that the Center location is in compliance with all Federal and State environmental requirements. Prepare detailed operating budgets for SOHES and participates in the formulation of both long- and short-term plans and objectives. Supervise the Safety, Occupational Health, and Environmental staff; and plan, organize, and administer a comprehensive occupational safety and health program for Center locations. Monitor and evaluate the safety and health programs at various sites within the Center location and formulate and implement changes to correct deficiencies identified. Meet with safety and health committees and representatives to discuss safety and health problems and solutions.

  • Holds one or several of the following: Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that includes successful completion of a written examination.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-13: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience ensuring safety and occupational health compliance for research organizations; conducting safety and biosafety audits or inspections; providing guidance on the application of safety and occupational health policies and procedures; performing onsite risk assessments to determine appropriate next steps to resolve workplace related safety and health concerns; assessing hazard controls, emphasizing the hierarchy of controls; developing safety programs that tie into a safety management system; providing training presentations focused on relevant safety and health issues or trends. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
