This position is responsible for the support and management of the VA All Employee Survey (AES) as designated by the Director of Organizational Health of the VHA National Center for Organization Development (NCOD) and provides significant oversight and coordination for relevant organizational health projects, specifically the AES, which is a national employee satisfaction survey that is administered each year to all employees across the Department of Veterans Affairs.

Duties

The position is at the Cincinnati, OH on site location with telework option available in commuting area. Open to internal NCOD employees and CTAP eligible only. Duties include: Serving as the Supervisor of the National AES Helpdesk, which includes formal supervision of NCOD management analysts and program analysts who staff the AES Helpdesk. Leading teams who develop, review, and maintain all resources on the AES HelpDesk, ensuring resources are user friendly and reflect the most up-to-date state of the organization development science. Developing and maintaining a comprehensive evaluation program for AES HelpDesk resources to include data collection re: user experience. Partnering with NCOD Quality Management colleagues and using sound project management strategies to ensure the success of these projects. Collaborating with NCOD staff and delegating tasks to other members of the project team. Ensuring work completed by self and others is of high quality and aligned with project and NCOD strategic objectives/goals. Serving as the SME within NCOD Organizational health Initiatives team and regularly providing input and feedback to team members. Providing regular status updates to NCOD Senior Leadership and serving as an active member on NCOD Leadership team. Managing computer files, maintaining multifaceted electronic databases, and running complex reports both for internal and external distribution. Independently determining most appropriate method for triaging complex requests for support. Tracking all correspondence to ensure that actions taken are completed accurately and appropriate procedures are followed. Regularly evaluating customer service feedback related to correspondence and developing improvement plans as needed. Mentoring other NCOD Management analysts and serving as SME around all aspects of AES (e.g., administration, mapping, marketing, data utilization) to both internal and external stakeholders. Leading NCOD Organizational Health Efforts to qualitatively evaluate AES HelpDesk comments on a regular basis and use this data to refine HelpDesk tools/resources and services. Using HelpDesk qualitative/quantitative themes and leveraging technology to improve and modernize AES HelpDesk service delivery. Analyzing management techniques and processes, studying and implementing management improvements in administrative areas identified through management studies, and providing recommendations to management on larger-scale process improvements. Managing and preparing responses to web-based application support requests and Email/Teams correspondence related to AES and NCOD organizational health initiatives. Managing correspondence from within and outside the agency. Providing comprehensive AES data briefing and data interpretation services to supervisors, managers, and senior executives throughout the Administration. Conducting AES Dashboard workshops for managers and supervisors to promote effective data sharing/use. Delivering complex presentations to internal (NCOD) stakeholders as needed. Compiling AES data reports for leaders using web-based data software (e.g., AES Data Store) and providing briefings to help leaders maximize impact of report findings. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The selective placement factors for this position are: Experience providing customer service support by phone, email, and or Teams (or equivalent) communication methods. Experience producing a variety of original designs and visual communications for use in a variety of electronic and/or other presentation productions, such as training, publications, and/or briefings. Experience delivering presentations for different audiences, including direct care staff, supervisors/managers, and senior leaders. Experience working with the VA All Employee Survey (AES). You must provide evidence of your knowledge, skills, or abilities that meet the above Selective Placement Factor in your Resume/OF-612 in order to receive credit. *Selective Placement Factors represent knowledge, skills, or abilities that are essential for successful job performance and cannot reasonably be acquired on the job during the period of orientation/training customary for the position. Selective Placement Factors will be used for qualification purposes. AND GS-13 Qualification requirements Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. NOTE: To be minimally qualified for this position, you must meet 5 of the 7 examples listed below. Specialized experience is: Managing all aspects of the AES Helpdesk (including personnel) and additional programs relevant to the success of organizational health initiatives within NCOD and throughout VA. Managing and preparing responses to web-based application support requests and correspondence related to AES and NCOD organizational health initiatives. Knowledge and skill in applying and adapting analytical and evaluative methods, techniques, and evaluation criteria to improve program processes. Managing correspondence from within and outside the agency to include managing computer files, maintaining electronic databases, and running complex reports both for internal and external distribution. Managing projects using sound project management strategies to ensure the success. Designing presentations, tools, and resources that are easy to use and consistently employed. Experience leading or supervising staff.
