Duties

You will serve as a Human Resources Specialist in the Plans and Programs Division, Developmental Employee Program (DEP) of Strategic Systems Programs (SSP). You will serve as an advisor to hiring managers regarding staffing and classification guidelines/regulations (e.g. merit systems, prohibited personnel practices, pay setting, recruitments, etc.). You will perform job analysis and workforce planning/analysis. You will advise hiring managers on the use of compensation flexibilities to help recruit, manage, and/or retain employees (within SSP HRO policy and guidelines). You will provide advisory services to management on staffing actions to include placements, merit promotions, and recruitment from internal and external sources. You will work with the Security Branch and drug testing coordinators regarding security and drug test clearances. You will perform position evaluations, and establish and maintain a position classification program to determine appropriate pay system, occupational grouping, title and grade of positions. You will attend recruitment fairs, and college/university recruitment events. You will present New Employee Orientation (NEO) briefs, create NEO agendas, provide new hires with onboarding information, and ensure completion of all Onboarding Module taskers to complete the new hire record. You will align recommendations, advice, and options to human capital strategies, goals, and measures of effectiveness. You will initiate, plan, conduct, and/or participate in efforts to improve the employee experience across the employee lifecycle, to include attracting, onboarding, engaging, developing, performing and exiting. You will assist in the administration of human resources programs such as mandatory training and employee development. You will assist in planning, designing, developing, implementing, evaluating, and maintaining training courses. You will provide advice and guidance on labor and employee relations, disciplinary actions, grievances, dispute resolution, conduct issues, performance management. You will utilize personnel data systems in order to coordinates the final processing of personnel actions. You will gain on-the-job training to prepare for performance at the target level. You will complete all Developmental Employee Program assignments that are posited in the Contribution and Performance Development Plan and the Individual Development Plan.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. Education

Education may be substituted for general experience as follows:
  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.
