Duties

SUMMARY: The primary purpose of this position is to serve as a technical expert on a variety of education and personnel programs, performing the full range of substantive administrative, clerical and/or procedural work in support of Headquarters Air Force Junior Reserve Officer Training Corps (HQ AFJROTC) programs, certificates, licensing, and educational opportunities. Provides office automation utilizing various regulations and instructions, computer systems, data bases, office automation software with varied functions to produce a wide range of documents and products. Manages the assessment, waiver, and awards processes while providing critical communications between HQ AFJROTC and Units. DUTIES: Serves as a technical expert on a variety of educational and personnel programs. Supports the Division Chief by providing advice and enrollment assistance on educational services available to 125,000 AFJROTC cadets and 2,000 instructors at nearly 870 high school academic institutions. Manages annual assessments for host schools and unit compliance with Public Law, DoD, and Air Force guidelines for unit performance. Lead agent for processing, coordinating, and publishing both formal unit evaluations and annual internal unit self-assessments. Independently processes paperwork, manages multiple office automation software programs with varied functions to produce a wide range of documents, formats, spreadsheets, and data management to support goals and program training cycles. Administers all aspects of the AFJROTC Cadet Leadership Courses (CLC) and Developmental programs. Performs a variety of outreach, customer service, and other duties as required. Prepares communications in a multitude of mediums to support program opportunities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • Performs other duties required to support mission completion.
  • The incumbent must have the ability to type a minimum of 40 words per minute.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience equivalent to GS-07 in the Federal service, or equivalent in other pay systems. Examples of specialized experience includes knowledge of comprehensive body of rules, procedures, DOD, AF, and major command directives, concepts, guidance, and policies as they relate to the area of responsibility. Knowledge of scholarship theories principals, techniques, and the ability to use those techniques to gather educational and personal information to advise individuals regarding educational and vocational opportunities. Knowledge of military and civilian occupational trends and the physical, mental, education, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience equivalent to GS-08 in the Federal service, or equivalent in other pay systems. Examples of specialized experience includes knowledge of comprehensive body of rules, procedures, DOD, AF, and major command directives, concepts, guidance, and policies as they relate to the area of responsibility. Knowledge of scholarship theories principals, techniques, and the ability to use those techniques to gather educational and personal information to advise individuals regarding educational and vocational opportunities. Knowledge of military and civilian occupational trends and the physical, mental, education, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Title 10, US Code, Air Force instructions, and all other regulations pertaining to the operation and function of AFJROTC units. Knowledge of military organizational structure, protocol, and similar matters. Knowledge of general office administrative and clerical procedures such as independently processing paperwork, managing multiple office automation software with varied functions to produce a wide range of reports, documents, formats, spreadsheets, databases, and graphs. Ability to analyze, plan, organize, and adjust work priorities as required to meet organizational goals and timelines. Ability to communicate both orally and in writing and maintain effective work relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
