THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), Position Description Number T0069P01 and is part of the WY Joint Forces Headquarters ARNG, Wyoming Army National Guard. MILITARY AFFILIATION IS NOT REQUIRED FOR THIS POSITION.

Duties

Serves as the Wyoming National Guard's (WYNG) Brigade (BDE) Sexual Assault Response Coordinator (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Prevention and Response Officer (WYNG SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to BDE personnel regarding victim of domestic violence and child abuse appropriate responses.

AREAS OF CONSIDERATION Area 1: Permanent and Indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the Joint Forces Headquarters. Area 2: Permanent and Indefinite WYNG Title 5 and T32 DST employed with the WYNG. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the WYNG. Currently serving and former WYNG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. POSITION OF SIGNIFICANT TRUST AND AUTHORITY (POSTA) Selected personnel must complete an FBI fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State Criminal History Repository (SCHR) records check. Personnel may not have a disqualifying condition as listed in DoDI 6495.03, Defense Sexual Assault Advocate Certification Program (D-SAACP) Paragraphs 3.2.a.(1) through 3.2.a.(7). SAPR PERSONNEL RESTRICTIONS Per Chief National Guard Bureau Instruction (CNGBI) 1300.01, "National Guard (NG) Sexual Assault Prevention and Response Program", NG military members currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case by NGB-J1-SAPR Office. · Chaplains and chaplain assistants. · Law enforcement and investigative personnel. · Judge advocates and paralegals. · Commanders and senior enlisted leaders, including first sergeants, command sergeant major, and command chief master sergeants. · Medical and mental healthcare providers, including emergency medical technicians who provide direct patient care. · Equal opportunity advisors and representatives and equal employment managers. · Inspector General and supporting staff. Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of proposed appointment will take employee out of the competitive service while occupying the position. BASIC QUALIFICATION REQUIREMENTS Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours (SHs) of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 SHs of course work in the behavioral or social sciences. (Include legible copies of transcripts showing required SHs with application.) OR Four years of appropriate experience that demonstrates the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Applicant must possess at least one year of experience equivalent to at least the next lower grade (GS-9) with the particular knowledge, skills and abilities analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must possess knowledge of the Department of Defense (DoD) and National Guard (NG) Sexual Assault Prevention and Response Programs (SAPR), and a wide range of generally accepted practices and procedures associated with victim advocacy, social sciences delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, domestic abuse, and other acts of interpersonal violence; the NG mission and utilized organizational staff procedures; and experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. DEFENSE SEXUAL ASSAULT INCIDENT DATABASE (DSAID) ACCESS and DEFENSE SEXUAL ASSAULT ADVOCATE CERTIFICATION PROGRAM (D-SAACP) Preference will be given to candidates with DSAID access permissions and possess current D-SAACP certifications, provided the Basic Qualification and Specialized Experience requirements have been met. Certificates are good for 2 years from date of issue per DoDI 6495.03. (Include legible copy of certificate with application). If D-SAACP certification has expired, still include copy with application. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills can provide valuable training and experience translating directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Clearly identify the duties and responsibilities for each position held and total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with application. Current GS employees applying for a higher grade than grade currently held, provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade held for at least one year (e.g., General Adjustment SF-50 from this year). DRIVER'S LICENSE: Must possess a valid driver's license.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE.
In lieu of one year of experience equivalent to a GS-9, education may be substituted for experience with at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
