This position is part of the The John F Kennedy Center for Performing Arts. The incumbent will be responsible for a variety of tasks involved in the upkeep of the facility, grounds and related structures, fixtures, and utilities using a variety of trade practices associated with occupations such as a primary emphasis in the trade areas of carpentry, painting, and plumbing and an understanding of masonry, electrical, HVAC, and other related trades.

Duties

Carpentry: Assists members of a work crew at a work site which involves construction, alteration, repair, or modification of items and structures such as framework, rafters, doors, finished paneling, windows, rough furniture, interior and exterior trim, staircases, trusses, and beams, where accuracy, spacing, and fit are essential and structural soundness or appearance are important. Painting: Performs minor painting and determines the method, techniques, devices, and materials that are best suited to the surface finish required. Prepares surfaces by methods such as smoothing with pumice and rottenstone, filling, shaping, and leveling with metal and synthetic resins, and mixing and applying pre-coating agents. Equipment: Incumbent will occasionally be required to operate engineer or motor vehicle equipment such as a front-end loader, dump truck, etc., to accomplish work requirements. Motor Vehicle Operation: Operates equipment such as but not limited to pick-up truck, dump truck, and skid steer. Transports personnel, material, equipment, etc. on a variety of roads including interstate highways. Laboring: Shovels snow from sidewalks. Operates a variety of snow removal equipment and fixed and power attachments such as snow blowers, snowplows, front end loaders and spreaders used in cleaning snow from roadways and large paved areas.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook WG-4700. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below: 1. Ability to do the work of the position without more than normal supervision. (SCREEN OUT) (OPM Job Element 1) 2. Knowledge of Equipment Assembly, Installation, Repair, etc. (OPM Job Element 2-E) 3. Technical Practices (OPM Job Element 25-E) 4. Use of Measuring Instruments (OPM Job Element 60) 5. Ability to Interpret Instructions, Specifications, etc (OPM Job Element 75-A) 6. Ability to Use and Maintain Tools and Equipment (OPM Job Element 81) If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You must meet at least 2 points on the screen-out element(s) and obtain an average of at least 2 points on all of the job elements in order to be considered qualified for this position. Physical Efforts and Working Conditions: Incumbent must be in good physical condition. The incumbent works on ladders, scaffolding, and platforms where systems and equipment are located. Works in hard-to-reach places, stands, stoops, bends, kneels, climbs, and works in tiring and uncomfortable positions. Frequently handles, lifts, carries, and sets up parts and equipment that weigh up to 75 pounds in the performance of assigned duties. Occasionally lifts and carries items that weigh over 75 pounds with assistance. May be exposed to all kind of weather extremes and temperatures. Works inside or outside, and subject to heat, cold, and inclement weather. Exposed to dirt, grease, noise, odor, smoke, and fumes. Frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, and electrical shock. Working conditions are considered in the evaluation of this job. Incumbent works on ladders, scaffolding and on 90-foot aerial lifts. The position is subject to noise and vibrators, gases, and fumes, dirt and dust from operating various power and hand tools and equipment.
