About the Position: Works under the general supervision of the Chief, Jurisdiction and Enforcement Branch furnishing technical botanical expertise for complicated wetland identification and delineation matters. The employee provides advice and guidance on wetland delineation matters and jurisdictional determinations relating to the permits program to less experienced personnel within the branch and in the Regulatory Division.

Duties

Responsible for conducting preliminary investigations and site inspections for enforcement actions under the Clean Water Act and Rivers and Harbors Act. Plans, organizes, and coordinates work related to jurisdictional determination requests and provides jurisdictional/enforcement expertise for the Regulatory Division. Participates in the review and coordination of wetland delineations associated with complex and controversial permit evaluations and the more complicated environmental aspects of violations. Reviews incoming jurisdictional determination requests to determine those which can be done in-house as opposed to those which will require on-site or field inspection.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Requires successful completion of pre-placement and annual medical examinations
  • This position has a requirement to lift up to 30 lbs. in the regular performance of duties.
  • Temporary travel (TDY) of up to 10% of the time may be required.

Basic Requirement for Botanist: Degree: Bachelor's degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany with at least 6 semester hours in mycology. OR Combination of Education and Experience: Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany with at least 6 semester hours in mycology, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Providing advice and guidance on wetland delineation matters and jurisdictional determinations relating to a permits program, AND 2) Identifying a comprehensive range of plant species and plant community's indicative of wetland versus non-wetland habitats, AND 3) Interpreting and enforcing regulations pertinent to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: BotanyDecision MakingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
