This position is located in the Department of Homeland Security, U.S. Coast Guard, COMMANDANT, VICE COMMANDANT (CG-09), DEPUTY COMDT FOR OPERATIONS (CG-DCO), National Maritime Center, in Boston, MA and Portland, OR.      

Duties

Under the Merchant Mariner Licensing and Documentation (MMLD) Program, a Coast Guard Program with national impact, approximately 60, 000 individuals apply for merchant mariner credentials each year.  The incumbent(s) manage the operations and functions of one of seventeen Regional Examination Centers, providing advisory services and administration for merchant mariner credentialing program.  Position provides technical and advisory services, and are responsible for administration of the merchant mariner credentialing program in their assigned regions.

  • This position may require a one-year probationary period.
  • Males born after 12/31/1959 must be registered for Selective Service.

Qualifications

At the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Managing an office setting and carrying out supervisory responsibilities for the workforce including hiring employees, issuing work assignments, and completing periodic employee evaluations. Applying sound technical knowledge and seasoned judgement in administering regulations, program policies, and procedures associated with a national, state or local credentialing program or application system. Establishing and maintaining effective relationships with the public through customer service and outreach activities. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
