This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facility/Major Range and Test Facility Base Civilian Personnel Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located on the boarder of California.

Duties

Serves as the senior specialist on Global Positioning System (GPS) surveying and as the primary point of contact and coordination on all matters related to mapping/surveying. Provides support to Army Environmental/Natural Resources, Contractors, Design Engineers, Architects, and the Master Planner by providing guidance as well as production of Geographic Informational Maps. Evaluates new application and software packages; assists in the development of standards and applications; and supports the Installation Management Command (IMCOM). Provides GIS support of environmental education and outreach activities and events, including field surveys and environmental educational and celebration events hosted by Yuma Proving Ground. Establishes procedures for system files, serves as Information System Owner (ISO), maintains system documentation for Army Portfolio Management System (APMS) and Risk Management Framework (RMF).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY travel is occasionally required.
  • Position requires incumbent to maintain a valid driver’s license.
  • Must successfully obtain and maintain a Secret Clearance.
  • The duties of this position require submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement: Degree: geography; or related physical or social science such as geology, meteorology, economics ,statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience planning, coordinating and developing digital data and mapping products: experience with data management and system such as Geographic Information System (GIS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
