The primary purpose of this position is to serve as the USNORTHCOM/J73 trainer and exercise planner across the entire training continuum for the USNORTHCOM Contingency Command Center (CCC). Duties

(cont'd from Summary) Develops, delivers, and maintains all aspects of the training and exercise program to prepare the USNORTHCOM CCC and each of its over 70 assigned watch personnel for evaluation during the annual Chairman of the Joint Chiefs of Staff (CJCS)-mandated Staff Assessment Visit inspections and ensuring the center is mission ready to conduct its CJCS-specified mission. Develops tailored initial training and certification lesson plans for 35 crew positions including general/flag officer and Senior Executive Service positions. Instructs, trains and certifies new CCC crew members in accordance with CJCS-specified standards. Develops complex scenarios in concert with media simulation that incorporates National Military Command System (NMCS) mission essential functions and tasks and provides these scenarios as the main element of recurring USNORTHCOM CCC collective training. Conducts Joint Exercise Life Cycle (JELC) exercise planning to coordinate USNORTHCOM CCC participation in Joint and National Level Exercise series of interagency exercises, internal DoD Tier 1 exercises involving the defense of the United States, Continuity of Operations (COOP), Defense Support of Civilian Authorities, emergency preparedness, and internal NORAD and USNORTHCOM command post and field training exercises. DUTIES: USNORTHCOM CCC Collective Training. Responsible for the development and implementation of all training to ensure the USNORTHCOM CCC is mission-ready for its CJCS-directed mission. USNORTHCOM CCC Command Center Watchstander and Initial Certification Training Instructor. Plans, designs, develops, executes, maintains and continually updates within the context of a rapidly changing and dynamic environment, all initial qualification training and certification for the over 70 USNORTHCOM personnel assigned to the CCC, and demonstrates and maintains subject matter expertise by certifying and participating as a USNORTHCOM CCC watchstander. USNORTHCOM CCC Tier 1 Exercise Planner. Establishes, maintains, and executes all Tier 1 Joint Exercise Program-designated exercise planning for the USNORTHCOM CCC.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

  • Will be occasionally required to work holidays, weekends, and non-standard hours to support military operations. Required to be on phone recall and 2-hour standby.

Qualifications

Conditions of Employment Continued: Position requires the incumbent to Pro-Shift. These duties may require additional duty hours outside of the normal schedule. Pro-Shift duties require medical clearance to perform these duties. Incumbent must pass a physical examination. Physical examination required due to long hours, stressful situations, and rotating shift work. Incumbent must qualify and re-certify annually for Pro-Shift duties. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience includes expert knowledge of analytical and evaluative methods plus a thorough understanding of how CJCS enforcement programs of the NMCS are administered in order to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating USNORTHCOM CCC training and exercise program effectiveness and to assess and improve training, education, and exercises resulting in improved program effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the National Military Command System (NCMS) and its mission essential functions and tasks. Skill in the use of standard research tools, and office production and management software ( e.g. Microsoft PowerPoint, Word, Excel, Outlook, Project, and other research tools, and the Internet). 2. Knowledge of Department of Defense and combatant command crisis response plans and processes and the command and controls systems used by combatant commands. Ability to identify joint training program shortfalls and deficiencies, anticipate future training requirements, and to develop alternatives and formulate solutions. 3. Knowledge of combatant command peacetime and wartime characterization of, assessment of, and authorities to respond to events. Ability to generate and develop new hypotheses, theories and methods to properly train and exercise and integrate Contingency Command Center (CCC) missions in a multidisciplinary environment. 4. Knowledge of Joint Training System and Joint Exercise Life Cycle concepts, model and methodologies. Ability to communicate effectively, both orally and in writing with internal staff and external agencies. 5. Skill to identify, develop, and provision relevant, effective, and complex joint training program requirements, content and deliverables and to assess the effectiveness of the product. 6. Skill in the management of detailed planning and execution of multiple training exercises. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
