You will serve as a Program Analyst in the Resources and Assessments Division, Public Works Business Department Jacksonville of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will apply financial system methods, practices, procedures, regulations, precedent decisions, and policies of the organization, the major command, and the agency. You will initiate funding requests (FRs) through an e-Tracker. You will initiate funding for maintenance, repair, and other base services. You will formulate, justify, submit, monitor, adjust, and modify assigned SIC funding documents according to policy, regulations and governing statues. You will develop and utilize appropriate data collection techniques. You will communicate both orally and in writing to present or report findings related to operating costs, program operations and funding requirements. You will review, analyze and monitor Funding Request (FR) for resource allocation. You will develop and analyze a variety of cost and financial reports to monitor assigned reimbursable funds by Activity, PL or various aggregates.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying financial system methods, practices, procedures, regulations, precedent decisions, and policies of the organization, the major command, and the agency; 2) Initiating funding requests (FRs) through e-Tracker; 3) Initiating funding for maintenance, repair, and other base services; 4) Formulating, justifying, submitting, monitoring, adjusting, and modifying assigned SIC funding documents according to policy, regulations and governing statues; 5) Developing and utilizing appropriate data collection techniques; 6) Reviewing, analyzing and monitoring Funding Request (FR) for resource allocation; 7) Developing and analyzing a variety of cost and financial reports to monitor assigned reimbursable funds by Activity, PL or various aggregates. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of three full years of progressively higher level graduate education leading to such a degree

OR

OR

A combination of experience and graduate education as described above that equates to one year of experience.
