Job opening: SUPERVISORY PROGRAM MANAGER (ECH III ENVIRONMENTAL DIRECTOR)

You will serve as the Environmental Director which is the senior civilian management professional responsible for the leadership and overall program management, development and execution of their Department for Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

Duties

You will supervise the development and implementation of projects, priorities, budgets, execution plans, guidelines, long-range plans, strategies, and objectives for the Command's environmental program. You will serve as the Planning, Programming, Budgeting, and Execution System (PPBES) process interface for environmental program requirements. You will directly supervise a staff of supervisory and nonsupervisory employees in support of Environmental Department program management needs. You will manage the delivery of NAVFAC environmental products and services. You will work collaboratively with the other senior leaders of the Command to support the delivery of NAVFAC product and services. You will represent the Department at Execution Briefs, Operations meetings, and other Command leadership functions. You will ensure utilization of Business Management System (BMS) for management of business operations and practices that produce or support the production environmental products and services. You will develop acquisition strategies to ensure adequate contracting tools are available to execute programs.

  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing environmental program matters (i.e., compliance, restoration, resources, assessments, and conservation) and their impact on business operations for a major organization; 2) Serving as an expert in the technical and regulatory aspects of an organization's environmental program that requires integrating a wide variety of programmatic principles to solve complex problems; 3) Developing strategic plans, budget exhibits, capability plans, requirements, policy statements, and standard operating procedures for major environmental programs; 4) Guiding, motivating, leading, and directing large groups in achieving an organization's challenging mission objectives; and 5) Negotiating with persuasive arguments and reconciling differing interests among diverse groups into consensus.
