Duties

You will inspect, test, evaluate, and certify all types of Weight Handling Equipment (WHE). You will analyze technical data for the assessment of weight handling equipment to interpret their operation and predict potential problems. You will interpret standards to analyze equipment performance in meeting requirements. You will conduct load tests, operational tests, and various types of proof tests on all categories of WHE, related transportation equipment, and various types of lifting gear. You will manage the acquisition of new cranes or the disposal of existing cranes to support operations. You will develop and implement maintenance and inspection specifications, procedures, data sheets, instructions and other technical directives which are used to maintain the WHE and evaluate their performance and operating characteristics.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Selectee must pass academic and practical tests to become licensed on Navy cranes, forklifts, and aerial work platforms. You will be required to obtain and maintain required certifications
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

TO QUALIFY FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with work processes involving mechanical, hydraulic, structural, electrical and/or pneumatic systems of cranes and allied construction equipment; 2) Reading electrical schematics to assist in diagnosing and troubleshooting electrical problems on cranes; 3) Assisting with reading and interpreting crane load charts to calculate crane test loads; and 4) Using computer software (i.e., Word, Outlook, PowerPoint, and Excel) to retrieve, edit, and store crane information). NOTE: This information must be fully supported in your resume. TO QUALIFY FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working with mechanical, hydraulic, structural, electrical and/or pneumatic systems of cranes and allied construction equipment; 2) Reading electrical schematics to assist in diagnosing and troubleshooting electrical problems on cranes; 3) Reading and interpreting crane load charts to calculate crane test loads; 4) Using instruments and devices (i.e., micrometers, dial calipers, dial indicators, inside micrometers, sheave gauges, feeler gauges, multi-meters, pressure gauges, flow meters, tachometers, meggers, and compression gauges) to perform precision measurements; 5) Using computer software (i.e., Word, Outlook, PowerPoint, and Excel) to retrieve, edit, and store crane information; and 6) Reading, interpreting, explaining, and preparing blueprints, engineering drawings, diagrams, or other technical directives to evaluate the conditions and operational characteristics of cranes). Specialized Experience: Examples of qualifying specialized experience include:
- Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
- Reviewing and applying technical specifications and requirements.
- Analyzing equipment and forecasting spare parts requirements.
- Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
- Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
- Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

For the GS-09: You have a master's or equivalent degree in fields related to the position to be filled

You completed two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related.

For the GS-11: You have a Ph.D. or equivalent doctoral degree in fields related to the position to be filled
OR
You completed three full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
