The primary purpose of this position is to perform duties to exercise managerial authorities over the Material Management Flight, Logistics Readiness Squadron. Fulfill duties as the Wings Supply Functional Manager and Commando of One Store Solution for base operations and Memorandum of Understanding agreement coordination. Duties

Plans, organizes, and oversees the activities of the Materiel Management Flight. Develops goals and objectives that integrate organization, supply, and transportation objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents the Materiel Management Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management throughout the wing and base; will represent the organization as the Materiel Management Flight Manager. Directs the Materiel Management Flight that is responsible for stocking, storing, issuing, managing, inventorying, and inspecting DoD supplies and equipment for the installation. Ensures proper receipt, identification of overages and shortages, processing, storage, inspection, and issuance of equipment and supplies to include aircraft parts, individual protective equipment (IPE), weapons, and hazardous materials (HAZMAT) for the Wing and Tenant organizations.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work may occasionally require duty in warehouse or receiving areas.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office Of Personnel Management (OPM) Standards for Administrative and Management Position; Logistics Management Series 0346 SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of logistics management operations in supply and transportation policies, practices, and techniques including knowledge of military and commercial transportation programs, storage and materials equipment policies, preservation, packaging, and cargo movement and materiel management. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations in supply and transportation policies, practices, and techniques including knowledge of military and commercial transportation programs, storage and materials equipment policies, preservation, packaging, and cargo movement and materiel management. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning cargo movement and materiel management. Ability to effectively communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
