Duties

1. Maintains cognizance of applicable Foreign Military Sales programs, reviews higher headquarter's regulations and guidance and develops Implementing documentation in the form of new and/or revised policy, regulations, supplements, manuals or letters. 2. Reviews and analyzes reports and audits issued by the General Accounting Office (GAO), Department of Defense (DoD), Air Force Audit Agency (AFAA) or Inspector General (IG), information received from field organizations or observations of field operations. 3. Act as a representative for center attending international corporate conferences, program management reviews, worldwide reviews and technical and acquisition meetings at centers, MAJOR COMMANDS (MAJCOMS), Air Force, DoD and national agencies. 4. Analyzes security assistance program workload trends and business performance indicators, such as technical orders, requisition traffic and computer resources to determine the need for new or corrective policies and procedures. 5. Administers processing of Foreign Military Sales requirements which includes, processing and approval of requirements input through the the appropriate logistics systems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management positions for the Miscellaneous Administration and Program GS-0301 Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes policies, technical guidance and direction for international logistics programs to identify problem areas best method of resolution and recommendations to appropriate authorities. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of international logistics principles/policies and systems; and how the are applied to issues relating to Foreign Military Sales and international requirements for defense equipment, technology, information and security assistance. 2. Knowledge of international affairs concepts and US foreign policy principles and practices including foreign military sales, international programs and technology transfer. 3. Knowledge of acquisition policies and procedures and specific foreign military operations, acquisition systems and general management practices. 4. Ability and experience to plan and implement a Foreign Military Sales (FMS) program and to understand and work effectively with an acquisition/sustainment program polices and procedures. 5. Ability to review complex international policy and analyze the impact to foreign customers. 6. Ability to effectively write and orally communicate international logistics policy and information to various audiences, to include US and foreign governmental staffs and senior personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
