Duties

The primary purpose of this position is to: To function as a senior staff action officer, planner, and subject matter expert (SME) within the USSOCOM Special Operations specializing in the development, planning, synchronization, prioritization, and oversight of Unconventional Warfare (UW) and Preparation of the Environment (PE) activities of component Special Operations Forces (SOF) throughout the assigned Area of Responsibility (AOR). Responsible for the development and presentation of UW/PE operational proposals for review and approval Primary action officer to coordinate plans and operations with Geographic Combatant Commanders Monitors ongoing operations and programs to ensure synchronization of USSOCOM and GCC warfighting efforts Assists in the development and implementation of command policy regarding Joint doctrine and training for component Special Operations Forces involved in the conduct of UW/PE activities and operations Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements

Qualifications

This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and, if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position. Work is performed on a daily basis in a Sensitive Compartmented Information (SCI) Facility (SCIF) and requires access daily to classified local and wide area networks. Prior to appointment to this position, the selectee must be able to obtain and maintain a Top Secret clearance with access to SCI. This position has a recurring requirement for TS/SCI access. Incumbent ensures that procedures for handling classified materials are accurately followed and all security requirements are met. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of ASOT methods, techniques, procedures, and doctrine with emphasis on operational employment of ASOT operators; Knowledge of SOF conduct of Preparation of the Environment and evolving PE programs and policies; Knowledge of SOF conduct of Unconventional Warfare and evolving UW programs and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USSOCOM missions, objectives and authorities as they pertain to supporting and supported commands for planning the Global War on Terrorism. Comprehensive knowledge and understanding of the authorities, responsibilities, policies, and procedures of the Defense Intelligence Agency, National Security Agency, Military Department Counterintelligence Organizations (MDCOs), Undersecretary of Defense for Intelligence (USD(I)), Undersecretary of Defense for Policy (USD(P)), and National Security Council necessary to coordinate with, and support the requirements of those organizations and respond to their inquiries Expert knowledge of ASOT methods, techniques, procedures, and doctrine to ensure proper and effective employment of ASOT operators in support of USSOCOM directed missions. Expert knowledge of SOF conduct of Preparation of the Environment to facilitate the planning and execution of operations and programs in support and facilitate the planning and execution of operations and programs in support USSOCOM directed missions and conduct of Unconventional Warfare. Ability to plan and coordinate with the Joint Staff, intelligence community, Offices of the Secretary of Defense, and inter-agency comminutes to ensure synchronization of USSOCOM and GCC efforts in support of the Global War on Terrorism. Ability to communicate effectively, both orally and in writing to convey critical information to decision makers and commanders and to use correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. Able to accurately interpret and apply of a wide-array of complex policy and regulatory documents to ensure compliance with relevant governing directives. Able to establish and manage working groups to solve complex problems and facilitate the implementation of emerging programs and policies associated with USSOCOM missions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
